About this file
This file is a Utility Terrain Vehicle (UTV) specification document that establishes minimum vehicle requirements for a Forest Service procurement under the solicitation R6 UTV Purchase (1240BK26Q0006). The specification details a 6x6, 3-seat fire UTV designed for personnel and cargo transport during wildland and prescribed fire activities. Vendors must provide a side-by-side seating configuration with certified rollover protection structure (ROPS), steering wheel control, and must conform to either ANSI/OPEI Standard B71.9-2016 or ANSI/ROHVA Standard 1-2016. Core mandatory requirements include a gasoline or diesel engine with minimum 800 cubic centimeters liquid-cooled displacement, CVT or multi-geared automatic transmission, on-demand all-wheel drive with 4-low and locking differentials, electric power steering, and engine braking system for downhill descent control.
The vehicle must meet specific performance and safety specifications including a 1,500-pound tow capacity with 2-inch ball hitch, 600-pound rear bed capacity with tilt dump, 11 inches ground clearance with 10 inches vertical wheel travel, full-length skid plates protecting the driveline, and comprehensive instrumentation including speedometer, tachometer, fuel gauge, and temperature monitoring. Additional mandatory features include a front winch rated at 1.5 times Gross Vehicle Weight Rating (GVWR), spare rear tire and wheel, mirrors, mudflaps, rigid half doors and roof, and supplemental LED overhead lighting. Optional enhancements available based on funding and mission needs include upgrading to a 6x6 machine with increased bed capacity for three-person seating, increased towing capacity of 2,500 pounds with 1,000-pound bed cargo capacity, and the ability to haul fuel in the bed. Delivery is required to Fremont-Winema Equipment Shop in Lakeview, Oregon. The point of contact is Stacey Havel at stacey.havel@usda.gov or 541-947-6211. Vendors should propose only base models matching specifications without "up-sell" options.
