About this file
This is a specification document for a 6-seat All-Purpose Side-by-Side Utility Terrain Vehicle (UTV) required by the U.S. Forest Service for off-highway use during wildland fire and prescribed fire activities. The specification, dated September 30, 2024, establishes minimum vehicle requirements (MVR #1) derived from the national Wildland Fire Off-Highway Vehicle Standard (January 2022) developed by the Forest Service National Technology & Development Program. The UTV must be a 4x4 vehicle with side-by-side seating, certified rollover protection structure (ROPS), steering wheel control, and four low-pressure tires capable of maneuvering uneven terrain. The vehicle is designated for personnel and cargo transport with delivery to Baker City, Oregon at 3285 11th Street.
The specification requires a gasoline or diesel engine with minimum 800 cubic centimeter displacement and liquid cooling, combined with a CVT or multi-geared automatic transmission, all-wheel drive with 4-low and locking differentials, and comprehensive safety and operational features including engine braking systems, electric power steering, 1,500-pound tow capacity, 600-pound rear bed capacity, 11-inch ground clearance, full-length skid plates, and extensive instrumentation (speedometer, tachometer, fuel gauge, coolant temperature gauge, voltmeter, service indicator, and seatbelt reminder). Additional required features include a front winch rated at 1.5 times Gross Vehicle Weight Rating, spare rear tire, mirrors, horn, mudflaps, and supplemental LED overhead lighting. Optional items available based on funding include an enclosed cab with heater and windshield wipers, winter tracks, and a high-output LED light bar, which were previously capitalized and require no additional funds. Vendors must respond by providing documentation confirming compliance with all specifications, with contact points identified as Rex Kamstra (541-519-3488, rex.kamstra@usda.gov) and Scott Shively (541-519-3028, scott.shively@usda.gov).
