About this file
This is a Minimum Vehicle Requirements (MVR) specification document for an All-Purpose Side-by-Side Utility Terrain Vehicle (UTV) procurement by the U.S. Forest Service. The document outlines detailed technical specifications for a 6-seat fire UTV designed for personnel and cargo transport in off-highway wildland fire operations. The UTV must be a 4x4 vehicle with steering wheel control, side-by-side seating configuration, and certified rollover protection structure (ROPS), with an engine of minimum 800 cubic centimeters (gasoline or diesel, liquid-cooled). Core requirements include a multi-geared automatic transmission, on-demand all-wheel drive with 4-low and locking differentials, engine braking system, electric power steering, 1,500-pound tow capacity with 2-inch ball hitch, 600-pound rear bed capacity with tilt dump, 7.5-gallon fuel tank, 11-inch ground clearance with 10-inch vertical wheel travel, and a 1.5X GVWR-rated front winch with synthetic rope. The vehicle must be equipped with full-length skid plates, axle protection plates, floor pan reinforcement, general purpose windshield, rigid half doors, rigid roof, rear panel, mirrors, horn, mudflaps, comprehensive instrumentation (speedometer, odometer, tachometer, gear indicator, fuel and coolant gauges, voltmeter, service indicator, seatbelt reminder), DC power outlet, and supplemental LED overhead lighting with dash switch.
The specifications conform to ANSI/OPEI Standard B71.9-2016 or ANSI/ROHVA Standard 1-2016 (or latest revisions), with vendor certification required. Optional items available based on funding and mission needs include a maximum wheelbase of 83 inches for trailer compatibility and front/rear bumpers. The delivery location is Fremont-Winema Equipment Shop in Lakeview, Oregon. The Point of Contact is Karl Krauter at the Forest Service, with email Karl.krauter@usda.gov and phone 541-882-3470. The specifications document notes that vendors are prohibited from altering items in Column B except for items 3B, 4B, and 30A-D, and that offerors should submit quotes based on the full specification document without "up-sell" type options.
