About this file
This file is a technical specification document for an All-Purpose Side-by-Side Utility Terrain Vehicle (UTV) required by the U.S. Forest Service for off-highway use during wildland fire and prescribed fire activities. The specification establishes minimum vehicle requirements (MVRs) derived from the January 2022 Wildland Fire Off-Highway Vehicle Standard and was developed by the Forest Service National Technology & Development Program. The UTV must be a four-wheel-drive vehicle with side-by-side seating, certified rollover protection structure (ROPS), and steering wheel control; off-highway lever-steered vehicles are not approved. Core requirements include a gasoline or diesel engine with minimum 800 cubic centimeters liquid cooling, CVT or automatic transmission, on-demand all-wheel drive with 4-low and locking differentials, engine braking system, electric power steering, 1,500-pound tow capacity with hitch, 600-pound rear bed capacity with tilt dump, 7.5-gallon fuel tank, 11-inch ground clearance, full-length skid plates, front winch rated at 1.5X GVWR with synthetic rope preference, comprehensive instrumentation and lighting, and rigid protective enclosures including windshield, doors, and roof.
Optional enhancements available based on funding and mission needs include increasing bed capacity to 1,000 pounds and the ability to haul fuel in the bed. The vehicle must conform to ANSI/OPEI Standard B71.9-2016 or ANSI/ROHVA Standard 1-2016 with vendor-provided documentation or certification. The specification requires either two seats with three-point seatbelts (with three seats preferred) and includes requirements for a spare rear tire and wheel. Delivery is required to Fremont-Winema Equipment Shop in Lakeview, Oregon. The document was dated October 16, 2024, and identifies Stacey Havel as the primary point of contact at the U.S. Department of Agriculture Forest Service.
