About this file
This is a detailed equipment specification document for Utility Terrain Vehicles (UTVs) required by the U.S. Forest Service for off-highway use in wildfire and prescribed fire activities. The specification establishes minimum vehicle requirements (MVRs) derived from the national Wildland Fire Off-Highway Vehicle Standard (January 2022) developed by the Forest Service National Technology & Development Program. The required UTV must be a four-wheel-drive, side-by-side configuration with a steering wheel (lever-steered vehicles are not approved), seating for two passengers minimum with three preferred, and a certified rollover protection structure (ROPS). Key mechanical specifications include an 800+ cubic centimeter liquid-cooled gasoline or diesel engine, CVT or multi-geared automatic transmission, on-demand all-wheel drive with 4-low and locking differentials, electric power steering, engine braking system, and a 7.5-gallon fuel tank. The vehicle must meet ANSI/OPEI Standard B71.9-2016 or ANSI/ROHVA Standard 1-2016 certifications and include a 1.5X GVWR-rated front winch with remote control, 1,500-pound tow capacity with 2-inch ball hitch, 600-pound rear bed capacity with tilt dump, spark arrester, heavy-duty 12-volt alternator, comprehensive safety lighting and instrumentation, and protective components including skid plates, axle plates, and floor pan reinforcement.
Optional enhancements available based on funding and mission needs include raising rear bed capacity to 1,000 pounds and the ability to haul fuel in the bed. Delivery is required to the Fremont-Winema Equipment Shop in Lakeview, Oregon. The point of contact is Stacey Havel (stacey.havel@usda.gov, 541-947-6211). Vendors responding to solicitation 1240BK26Q0006 (R6 UTV Purchase) must provide quotations on the full specification document and deliver base models that closely match individual specifications, with no "up-sell" type options accepted. All agreed-to accessories and options must be delivered with the asset.
