About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 8 seeks design-build services to repair structural deficiencies in two potable water storage tanks at VA Caribbean Healthcare System in San Juan, Puerto Rico, with Phase One proposals due September 24, 2026. This requirement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified in the SBA database and holding a VISN 8 Caribbean Construction Multiple Award Task Order Contract (MATOC) IDIQ, restricting competition to incumbent MATOC holders only.
Place of performance is at Calle Europa corner with Fernandez Juncos, Expreso José De Diego, San Juan, Puerto Rico 00909. The project is designated Project Number 672-26-110 and covers repair of two 1,000,000-gallon aboveground atmospheric storage tanks constructed in 2007. Work must comply with API 653, AWWA D100, AWWA D102, AWWA C652 standards, and NSF/ANSI 61 coating certification. The Structural Engineer requires a bachelor's degree, U.S. engineering license, and five years of Puerto Rico design experience. The Mechanical Engineer requires a bachelor's degree and U.S. engineering license. The Site Safety and Health Officer requires minimum five years of experience in respective fields. The Contractor Superintendent requires five years of experience on similar projects, 30-hour OSHA Construction Training, and must be onsite during construction; a Puerto Rico professional license is not required. The contractor must maintain at least 15 percent of contract performance costs with own employees or eligible SDVOSBs.
This is a two-phase design-build procurement with estimated award value between two million and five million dollars. Phase One (technical only) closes September 24, 2026. The Government intends to select a maximum of five offerors to advance to Phase Two, where Design Concepts and Technical Solutions, Key Personnel, and Schedule receive equal weighting and evaluate on a trade-off basis equally weighted against price. Performance period is 730 calendar days from Notice to Proceed. Amendment 0001, effective September 17, 2026, clarifies evaluation factors and Phase One submission requirements in response to RFIs. The NAICS code is 236220 (Commercial and Institutional Building Construction); PSC is Z1DA (Maintenance of Hospitals and Infirmaries).
