About this file
This is an API-653 Out-of-Service External/Internal Mechanical Integrity Assessment Report for Water Storage Tank #1 at VA Medical Center in San Juan, Puerto Rico, prepared by Project Specialists of Puerto Rico, Inc. in January and March 2025.
The inspection was conducted on a cone roof potable water storage tank manufactured by Alonso & Carus Iron Works in 2007, with dimensions of 66 feet 9 inches in diameter and 40 feet in height, storing 1,000,000 gallons with A-36 material of construction. The assessment included external and internal visual inspections, ultrasonic thickness testing of shell plates, roof plates, floor plates, outer projection, and nozzles; vacuum box inspection of floor welds; magnetic flux leakage testing; cathodic protection system verification; settlement and plumbness evaluations; and dimensional tolerance measurements. Key findings indicate the tank is in overall good condition but requires immediate corrective actions including: repair of severely corroded east top shell course with visible holes; sealing of compromised concrete base and floor outer projection seal; replacement of corroded anchor bolts, roof nozzle bolts, center vent bolts, and manhole E components; cleaning and recoating of corroded flanges and roof structure; replacement of damaged level float and guide tube; and coating restoration on floor, shell, roof, and supporting structures. The magnetic flux leakage test identified 10 underside corrosion indications and one top side pit of 0.210" depth on floor plates requiring patched repairs. Ultrasonic thickness readings confirmed adequate structural integrity with minimum thicknesses exceeding design requirements. The cathodic protection system verified normal operating conditions with measured output of 27V and 13.8A. Remaining equipment life is estimated at 65.4 years for shell plates, 46.3 years for roof plates, and 74.6 years for floor plates, with recommended next formal external visual inspection within five years.
