Solicitation Summary: Repair Water Tanks Deficiencies (36C24826R0133)

This is a Request for Proposal (RFP) for design-build services to repair structural deficiencies in two potable water storage tanks at VA Caribbean Healthcare System in San Juan, Puerto Rico. The project magnitude is between $2,000,000 and $5,000,000 under the principal NAICS code 236220 (Commercial and Institutional Building Construction). The solicitation is a two-phase design-build procurement exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified and listed in the SBA database, with award restricted to verified VISN 8 - Caribbean Construction Multiple Award Task Order Contract (MATOC) IDIQ contract holders. Phase One proposals (technical only, no pricing) are due September 24, 2026, by 3:00 PM AST via email to ray.santana@va.gov. The Government intends to select a maximum of five qualified offerors to advance to Phase Two, where technical and price proposals will be evaluated on a trade-off basis with evaluation factors equally weighted: Phase Two consists of Design Concepts and Technical Solutions, Key Personnel, and Schedule (each equal importance and approximately equal to price).

The contractor must provide all design and construction services, including surveys, assessments, technical studies, permits, construction documents, specifications, labor, materials, equipment, and construction services over a 730-calendar-day performance period commencing upon Notice to Proceed. Key requirements include compliance with API 653 inspection reports, non-destructive testing, cost-benefit analysis, AWWA D102 coating specifications with NSF/ANSI 61 certification, third-party NACE-certified coating inspections, tank disinfection per AWWA C652, water quality testing by certified laboratories, and adherence to VA design standards and national codes. The contractor must maintain at least 15 percent of contract performance costs with own employees or eligible SDVOSBs. Performance bonds and payment bonds are required, as is a bid bond of 20 percent of bid price or $3,000,000 (whichever is less) for Phase Two submissions. Offers must remain open for 120 calendar days post-submission, and all submittals (Phase One and Phase Two) require the completed VAAR 852.219-75 Limitations on Subcontracting certification. The issuing office is Department of Veterans Affairs Network Contracting Office 8, with contract administration and technical oversight by VA Caribbean Healthcare System.
