About this file
This document is an API-653 Out-of-Service External/Internal Mechanical Integrity Assessment Report for Water Storage Tank #2 at VA Medical Center in San Juan, Puerto Rico, conducted by Project Specialists of Puerto Rico, Inc. in January 2025.
The inspection was performed in accordance with API Standard 653 guidelines and included out-of-service external/internal visual inspection, ultrasonic thickness testing, cathodic protection verification, magnetic flux leakage testing, vacuum box testing, settlement and roundness examination, and dimensional tolerance verification. The tank is a cone roof aboveground atmospheric storage tank with dimensions of 66 feet 9 inches diameter and 40 feet height, constructed in 2007 by Alonso & Carus Iron Works with capacity of 1,000,000 gallons. The tank material is A-36 carbon steel with 0.0 corrosion allowance and nominal shell thickness ranging from 0.562" to 0.250" across five courses, roof thickness of 0.1875", and floor thickness of 0.250".
Key findings indicate the tank is in overall good condition suitable for continuous operation with minor observations requiring attention. Identified deficiencies include compromised seal between concrete base and floor outer projection requiring proper sealing, mild corrosion on floor outer projection requiring cleaning and recoating, under-threaded anchor bolts, mild corrosion on shell manhole hinges requiring cleaning and recoating, patched floor area on south side with failed coating, corroded roof-mounted nozzle flanges and bolts, corroded roof rafters with missing or severely corroded attachment bolts in crow's nest, and mild handrail corrosion. Ultrasonic thickness readings confirm all shell, roof, floor, and nozzle thicknesses exceed minimum required values. Cathodic protection system operates in normal conditions. Magnetic flux leakage and vacuum box testing revealed no underside corrosion or floor leakage. Recommendations include sealing compromised areas, cleaning and recoating corroded surfaces, replacing corroded bolts, maintaining safety devices, monthly visual inspections by operations personnel, and formal external visual inspection by certified API-653 inspector within five years.
