About this opportunity
The Department of the Air Force Air Mobility Command seeks installation of hard-wired R-410A refrigerant leak detection systems in 186 dormitory bedrooms across Buildings 750, 751, and 768 at Little Rock Air Force Base, Arkansas, with offers due November 2, 2026. The Set Aside line reads Total Small Business, and the requirement is classified under NAICS 238220 and PSC 4120.
Place of performance is Little Rock AFB, Arkansas. Building 750 contains 64 bedrooms, Building 751 contains 72, and Building 768 contains 50. Building 751 is the mandatory requirement under base CLINs 0001 and 0002, and Buildings 750 and 768 are option CLINs 0003 through 0006, which the government exercises at award. Each facility requires separate material and labor cost breakouts.
Detectors must provide audio and visual notification at 1,000 ppm, mount in metal gang boxes flush to the wall, and sit 6 inches above the floor. All electrical work requires a licensed electrician under a licensed Master Electrician's supervision. The contractor must repair drywall, match paint, and return affected rooms to occupiable condition within three calendar days. Personnel must be U.S. citizens with a REAL ID and obtain base passes; non-U.S. citizens may require up to 30 days for authorization. The warranty period is 12 months.
Performance runs 90 calendar days from equipment and material arrival, and material delivery estimates are due within seven working days of award.
Evaluation uses Performance Price Tradeoff. Technical capability and past performance are significantly more important than price. The technical volume requires product compliance documentation and an execution plan for routing conduit to minimize drywall impact. Past performance submissions are limited to 8 pages, up to four references, and contracts within three years; CPARS evaluations are excluded. Total evaluated price sums CLINs 0001 through 0006, and pricing must remain firm for 60 calendar days.
Amendment 01, dated October 27, 2026, posts the question-and-answer set, an updated PWS, and a site visit sign-in roster, and removes FAR 52.225-1 and 52.225-3. The October 23 site visit and the October 26 question deadline have passed. Quotes go by email to Lucas Navas and Abigail Turek.
