About this file

This is a Performance Work Statement (PWS) for the installation of R-410A refrigerant leak detection systems in three dormitory buildings at Little Rock Air Force Base, Arkansas.

The contractor must install hard-wired refrigerant leak detectors in 186 dormitory bedrooms across Buildings 750, 751, and 768 within 90 days of equipment and material arrival. The detectors must provide both audio and visual notification at 1,000 ppm concentration and be mounted 6 inches above the floor directly underneath the nearest wall receptacle to the Variable Refrigerant Flow (VRF) indoor unit. All electrical work must be performed by a licensed electrician under the supervision of a licensed Master Electrician in accordance with UFC 3-520-01, UFGS 26 20 00, and NFPA 70. The contractor must minimize sheetrock damage, handle all drywall repairs and repainting to match existing wall colors, seal any fire-rated wall penetrations with approved fire-rated sealants per UFGS 01 35 26, and ensure site cleanup. Building 750 contains 64 bedrooms, Building 751 contains 72 bedrooms, and Building 768 contains 50 bedrooms. The contractor must provide separate contract line items and cost breakouts for labor and materials for each facility.

Key milestones include submitting estimated material delivery dates within 7 working days after contract award, developing a comprehensive timeline with equipment delivery, start, completion, walk-through inspection, training, and warranty delivery dates within 14 business days of award, and providing a 48-hour notification prior to starting work at each facility. The contractor must coordinate schedules with facility managers and dormitory occupants to minimize inconvenience and provide training on detector operation, calibration, and troubleshooting with a government representative present. A 12-month warranty from the date of work acceptance is required, with warranty documentation and a warranty letter for each facility due within 10 business days of government acceptance. All personnel must obtain appropriate passes from Little Rock AFB Security Forces and must be U.S. citizens with a REAL ID; non-U.S. citizens may require up to 30 days for authorization. The contractor is responsible for all waste disposal, including required recycling coordination with the base recycling center, and must comply with all federal, state, and local regulations, security requirements, Environmental Management System (EMS) training, and counterfeit electronic parts avoidance protocols.

Performance Work Statement for

INSTALL R-410A REFRIGERANT LEAK DETECTORS IN DESIGNATED

BEDROOMS IN DORMITORIES BLDG. 750, 751, AND 768 ON

LITTLE ROCK AFB, AR. 72099

14-OCT-2026

FA4460-XX-XXXXX PWS REVISION: 0 2

1.0. Description of Services

1.1. Objective: The Contractor shall provide all qualified personnel, transportation, tools, equipment, materials, and services required to install hard-wired refrigerant leak detection systems in 186 dormitory bedrooms within Buildings 750, 751, and 768 at Little Rock Air Force

Base (LRAFB), Arkansas. The contractor shall accomplish all services below to meet the requirements of this Performance Work Statement (PWS), UFC 3-410-01, UFC 3-520-01, UFGS

26 20 00, and UFGS 01 35 26, as well as all applicable Federal, State, and local regulations.

Work shall be accomplished within 90 days of equipment/material arrival. Contractor will provide Contracting Officer (KO) or Government Representative delivery dates within “7

Working Days” after contract award. Contractor is required to provide separate CLINS per facility. Each facility must have a cost breakout for labor and material.

1.2. Benefit to United States Air Force (USAF): UFC 3-410-01 requires refrigerant leak detectors to be installed in living quarters that fail to meet the cubic feet of space vs. total refrigerant weight requirements. Installing refrigerant leak detectors will provide early detection of leaks and notify occupants of a potential hazard.

1.3. Background: Dormitory 750, 751, 768 HVAC system has the potential to harm occupants should a catastrophic leak occur. Building 750 had such an event occur, not in a living quarter but in a mechanical room. Given the possibility of such an event happening in a living quarter while the occupant was asleep prompted leadership to take action and install an early warning system.

1.4. Non-Personal Statement: The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the CO or government representative immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.

1.5. Waste Disposal and Recycling: Disposal of waste is the responsibility of the contractor to include any fees or permits. Contractors shall not use government waste disposal dumpsters. It is mandatory to recycle at Little Rock AFB. Contractors must separate material (wood, metal, cardboard etc.) and turn in all recyclable material to the 19 CES Recycling Center at 501-987-

6611. Contractor shall coordinate with government representative and LRAFB Recycling Center for placement of recycling containers through 19 CES/CEOES at 501-987-7187.
