Performance Work Statement Summary

This Performance Work Statement (PWS), Revision 0, dated 27-OCT-2026, details the installation of hard-wired R-410A refrigerant leak detection systems in 186 dormitory bedrooms across Buildings 750, 751, and 768 at Little Rock Air Force Base, Arkansas. The contractor must provide all qualified personnel, transportation, tools, equipment, materials, and services to complete installations within 90 days of equipment and material arrival. The leak detectors must feature both audio and visual notification at 1,000 ppm concentration and match existing wall outlet colors or be neutral in appearance. Work must comply with UFC 3-410-01, UFC 3-520-01, UFGS 26 20 00, UFGS 01 35 26, NFPA 70 (NEC), and all applicable Federal, State, and local regulations. The contractor must deliver estimated material delivery dates within 7 working days after contract award and provide delivery dates to the Contracting Officer or Government Representative within that same timeframe. Contractor must establish separate CLINs per facility with distinct cost breakouts for labor and material.

Key technical requirements include coordination with government representatives and facility managers to minimize occupant inconvenience, with the facility manager providing escorts during room access. The contractor must develop a comprehensive timeline with milestones (equipment delivery, projected start and completion dates, walk-through inspection, training/commissioning, and warranty letter delivery) within 14 business days after award, with separate schedules for each facility. All electrical work must be performed by a licensed electrician under a licensed Master Electrician's supervision. Leak detectors must be mounted 6 inches above the floor directly beneath wall receptacles using code-compliant conduit and appropriately sized wire, with metal gang boxes mounted flush to walls. The contractor is responsible for all drywall repairs, finishing, and paint matching caused by installation. A 12-month warranty covering materials, workmanship, and labor is required, with warranty letters provided within 10 business days of government acceptance. Training on detector operation, calibration procedures, and troubleshooting must be provided with government representative present, along with hard copies of manufacturer maintenance and calibration instructions.

Performance Work Statement for

INSTALL R-410A REFRIGERANT LEAK DETECTORS IN DESIGNATED

BEDROOMS IN DORMITORIES BLDG. 750, 751, AND 768 ON

LITTLE ROCK AFB, AR. 72099

27-OCT-2026

FA4460-XX-XXXXX PWS REVISION: 0 2

1.0. Description of Services

1.1. Objective: The Contractor shall provide all qualified personnel, transportation, tools, equipment, materials, and services required to install hard-wired refrigerant leak detection systems in 186 dormitory bedrooms within Buildings 750, 751, and 768 at Little Rock Air Force

Base (LRAFB), Arkansas. The contractor shall accomplish all services below to meet the requirements of this Performance Work Statement (PWS), UFC 3-410-01, UFC 3-520-01, UFGS

26 20 00, and UFGS 01 35 26, as well as all applicable Federal, State, and local regulations.

Work shall be accomplished within 90 days of equipment/material arrival. Contractor will provide Contracting Officer (KO) or Government Representative delivery dates within “7

Working Days” after contract award. Contractor is required to provide separate CLINS per facility. Each facility must have a cost breakout for labor and material.

1.2. Benefit to United States Air Force (USAF): UFC 3-410-01 requires refrigerant leak detectors to be installed in living quarters that fail to meet the cubic feet of space vs. total refrigerant weight requirements. Installing refrigerant leak detectors will provide early detection of leaks and notify occupants of a potential hazard.

1.3. Background: Dormitory 750, 751, 768 HVAC system has the potential to harm occupants should a catastrophic leak occur. Building 750 had such an event occur, not in a living quarter but in a mechanical room. Given the possibility of such an event happening in a living quarter while the occupant was asleep prompted leadership to take action and install an early warning system.

1.4. Non-Personal Statement: The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the CO or government representative immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.

1.5. Waste Disposal and Recycling: Disposal of waste is the responsibility of the contractor to include any fees or permits. Contractors shall not use government waste disposal dumpsters. It is mandatory to recycle at Little Rock AFB. Contractors must separate material (wood, metal, cardboard etc.) and turn in all recyclable material to the 19 CES Recycling Center at 501-987-

6611. Contractor shall coordinate with government representative and LRAFB Recycling Center for placement of recycling containers through 19 CES/CEOES at 501-987-7187.

4.1.1. Building 750, 751, and 768 are Dormitories. Occupants have multiple work schedules.

Contractor shall coordinate with the government representative and dormitory facility manager’s work schedules. Dormitory 750 has 64 bedrooms, 751 has 72 bedrooms, and 768 has 50 bedrooms; total of 186 refrigerant leak detectors. The contractor, government representative, and facility manager will develop a schedule to minimize occupant inconvenience. Facility manager will provide the contractor with an escort while inside occupant’s room. The contractor will notify government representative if there are issues with escorts reporting on time. The contractor may have to move furniture out of the way to perform installation. Contractor shall select a detector and metal gang box that will be “Flush” with the wall, not protruding more than ½” from the wall; like the wall outlets. Note: R-410A refrigerant is heavier than air and will settle at ground level.

Contractor must securely mount metal gang boxes, connect conduit, and run wire from the receptacle to the metal gang box. Contractor shall use code compliant conduit and wire size.

Note: Metal Cla (MC) conduit and connectors are acceptable for this application. Contractor shall wire leak detectors to manufacture specifications and mount detectors to the metal gang box. Metal Gang Box shall be either 2/3/4” in size if the detector selected meets specifications and fits flush with the wall inside the gang box. Metal Gang Box in walls composed of combustible materials (wood, fabric), the front edge of the box must sit perfectly flush with the finished surface. In con-combustible walls (concrete, drywall), it can be recessed no more than

1/8 inch (3 mm). If using Zinc-coating Method: Sheet steel gang boxes must be hot-dip galvanized or pre-galvanized zinc-coated in accordance with ASTM A653/A653M or ASTM

A780/A780M. Electro-galvanized (zinc-plated) coatings are rarely permitted for structural or wet area boxes due to thinner layer protections. Dry / Concealed Interior – Box Type Requirement -

Sheet Steel Box – Coating/Material – Hot-Dip galvanized or pre-galvanized galvanized steel.

This is interior so contractors can use either.
