The procurement encompasses comprehensive project management, interior design and furniture/fixtures/equipment (FF&E) planning, space planning support, Concept of Operations and transition planning, acquisition support services, and optional warehousing and warehousing management services. Key personnel requirements include an IOTA Activation Project Manager with minimum seven years of project management experience and five years of IOTA experience, an IOTA Senior Designer with minimum five years of healthcare facility design experience and NCIDQ or CHID certification, and an IOTA Senior Transition Planner with minimum three years of transition planning experience in healthcare settings. Award will be based on a best-value determination considering key personnel qualifications (pass/fail), technical submission quality, past performance on similar federal contracts, and price reasonableness through comparative analysis. Quotations are due May 20, 2026 at 10:00 AM Eastern Daylight Time, and offerors must submit key personnel resumes (maximum nine pages), a technical submission (maximum 13 pages), past performance references (maximum three pages), a completed pricing worksheet, and required certifications including SDVOSB compliance documentation and designer credential certificates.
This procurement is restricted to 100% Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) with no incumbent contractor identified. The Government estimates a budget of $20 million for the acquisition, with contract performance scheduled for a base period of 33 months from August 1, 2026 through April 30, 2029, with optional warehousing services extending through February 28, 2029. The contract will be firm-fixed-price with travel costs reimbursed on a not-to-exceed, cost-reimbursable basis separate from the total evaluated price. The facility is located in San Marcos, Texas, with the contractor required to establish an Integrated Project Team and maintain comprehensive project documentation on a Government-provided SharePoint site while coordinating with the Construction Facilities Management contract, the Architect/Engineer firm, and various VA stakeholders. The solicitation was posted April 17, 2026, and incorporates a recent amendment (A0001 issued April 17, 2026) adding FAR Clause 52.222-90 addressing discrimination by federal contractors effective April 2026.
