About this opportunity

The Defense Health Agency Contracting Activity (DHACA) has issued a Special Notice on behalf of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS) announcing their intent to release a Commercial Solutions Opening (CSO) for prototype projects. This CSO will award other transaction agreements under 10 U.S.C. 4022 authority to carry out prototype projects that enhance mission effectiveness of Department of Defense personnel or improve platforms, systems, components, or materials for DoD acquisition or development. The Notice serves as a request for feedback on the draft CSO document, with responses due by June 23, 2026, to refine the final solicitation. The government has provided multiple supporting documents including draft Areas of Interest (AOI) focusing on Enterprise Intelligence & Data Solutions (EIDS), specifically targeting Data Product Management and Data Integration capabilities. Support contractors including Boston Consulting Group, Andrew Morgan Consulting, and Deloitte are bound by organizational conflict of interest and disclosure clauses regarding proprietary information access.

The primary purpose of this Special Notice is to gather industry feedback to refine the CSO before its official release, with the first response deadline for AOI 1a and 1b set for July 14, 2025, while the overall CSO remains open until June 23, 2026. Contractors may submit capability statements of up to 4 pages (or 15 slides if using briefing format) for either or both AOIs, with no minimum Technology Readiness Level requirements or automatic disqualification for lack of ATO or FedRAMP certification. The government will conduct a multi-phased review process, potentially inviting selected companies to provide 5-7 minute video responses and subsequently share problem statements leading to prototype other transaction agreement awards. The initiative focuses on the Military Health System Information Platform (MIP), which consolidates over 130 data sources and 5 petabytes of healthcare data, requiring solutions for data governance, cloud services management, DevSecOps adoption, AI/ML capabilities, and data integration processes. Successful prototype projects may require Secret clearance and compliance with DoD cybersecurity initiatives, Privacy Act, and HIPAA requirements.
