SAM.GOV Special Notice Commercial Solutions Opening (CSO) HT0038-25-S-0001 Program Executive Office, Defense Healthcare Management Systems (PEO DHMS)

SECTION 1 – INTRODUCTION

1.1 Background and Authority

The mission of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS), is to transform the delivery of healthcare and advance data sharing through a modernized electronic health record for service members, veterans, and their families. PEO DHMS is an acquisition organization that oversees three program management offices: DOD Healthcare Management System Modernization, Joint Operational Medicine Information Systems, and Enterprise Intelligence and Data Solutions. These offices acquire, deliver, and support information technology and services that enable data sharing and modernization of the electronic health record.

DHMS is interested in awarding other transaction agreements under the authority of 10 U.S.C. 4022 to carry out prototype projects that are directly relevant to enhancing the mission effectiveness of personnel of the Department of Defense or improving platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense, or to improvement of platforms, systems, components, or materials in use by the armed forces.

A prototype project includes, but is not limited to, a project that addresses:

(A) a proof of concept, model, or process, including a business process;

(B) reverse engineering to address obsolescence;

(C) a pilot or novel application of commercial technologies for defense purposes;

(D) agile development activity;

(E) the creation, design, development, or demonstration of operational utility; or

(F) any combination of subparagraphs (A) through (E).

This CSO is issued under the authority of 10 U.S.C. 4022 and is not subject to the Competition in Contracting Act, the Federal Acquisition Regulation, or the Defense Federal Acquisition Regulation Supplement. Any successful prototype project (or portion thereof) awarded under this CSO may be selected for a follow-on production agreement or contract pursuant to 10 U.S.C. 4022(f).

1.2 CSO Procedures

This CSO is a competitive solicitation that satisfies the requirement in 10 U.S.C. 4022(b)(2) that the Government, to the maximum extent practicable, use competitive procedures when entering into agreements to carry out the prototype projects. Unless otherwise set forth in an Area of Interest (AOI), there are no restrictions on who may submit a response to this CSO. Each AOI will identify the expected review process, which will vary depending on the complexity of the area and the anticipated number of responses.

The Government intends to leave this CSO open and continuously post updates to this CSO, if necessary. Although the Government may determine additional companies have merit with respect to an AOI at any time, interested companies are encouraged to meet the due dates set forth in this CSO or in connection with any AOI as the Government has set aside personnel to review submissions based on the dates shared with industry. The Government is under no obligation to consider submissions made later than the posted due date.

The Government, in its sole discretion, may add companies whose information was included as part of a submission that was determined to have merit for purposes of an AOI, but who was not the “prime” or the “lead” on the submission, as awardable for a prototype OT.

The Government will not pay for costs associated with the preparation of Capability Statements or any other materials used to determine whether the company has merit for purposes of an AOI or is awardable for purposes of a prototype other transaction agreement.

1.3 Areas of Interest

The Government will issue of Areas of Interest (AOIs) seeking submissions under this CSO. The Government may post new or revise AOIs at any time.

For purposes of this draft CSO: the Government plans to issue three EIDS-related AOIs in the coming year that are included in this draft:

The Enterprise Intelligence & Data Solutions (EIDS) Program Management Office (PMO) mission is to "deliver, connect, and curate data to facilitate informed decision-making across a diverse data ecosystem in support of Military Health, Readiness, and Federal Health data integration and innovation". This mission is achieved through the MHS Information Platform (MIP) and associated systems.

Area of Interest #1a: Data Product Management Data Product Management includes a comprehensive suite of services to support the entire lifecycle of data products. This includes, but is not limited to, documentation, engineering support, lifecycle sustainment, DevSecOps adoption, and product ownership/project management. This AOI includes Technical Data Governance and Technical Data Management, ensuring data quality, security, interoperability, and compliance through data stewardship, governance process automation, and data policy implementation. Data Product Management also includes critical support in defining and managing comprehensive Cloud Services, to include the management and administration of the AWS GovCloud environment. This AOI may also include security control implementation, performance monitoring, incident management, deployment automation, data migration support, capacity planning, and cost optimization.

Area of Interest #1b: Data Integration This AOI includes addressing challenges related to cloud-hosted and cloud-native data solutions, including database, data warehousing, data lake, and cognitive computing. This AOI encompasses design, architecture, content development, operational sustainment, and ongoing support for data solutions, with a focus on leveraging AI, ML, and NLP capabilities. This AOI may also include data integration processes (e.g., extract, transform and load (ETL) or extract, load, transform (ELT)), legacy systems, data dictionaries and catalogs, implementing automated monitoring, and coordinating with other service domains to build interoperable and secure data solutions.

Interested companies may address either 1a or 1b or both 1a and 1b. The Government’s market intelligence indicates a significant overlap in this area of expertise. The Government will review the capability statements for merit and may make one award for the combined 1a and 1b or make multiple awards/treat these as separate AOIs.

Area of Interest #2: Data Applications Data Applications includes comprehensive front-end design, customer experience mapping, and application analytics expertise to enhance the user experience.
