About this opportunity
The Defense Health Agency has issued a Special Notice for Area of Interest #2 under Commercial Solutions Opening HT003825SC001, focused on Healthcare Delivery Documentation for Deployed Personnel. This opportunity is being managed by the Joint Operational Medicine Information System Program Office (JOMIS-PMO), which develops operational medicine information technology healthcare delivery solutions. The solicitation seeks prototype solutions under Other Transaction Authority (10 U.S.C. 4022) to address healthcare documentation challenges in deployed military environments. The notice includes an updated Questions and Answers document dated August 8, 2025, providing additional clarification for potential contractors. Companies must submit their proposals directly to the designated point of contact rather than the original CSO contacts.
The primary objective is to develop a real-time, interoperable healthcare documentation platform that provides seamless access to patient records across operational theaters while ensuring regulatory compliance and robust cybersecurity. Contractors must submit a 10-page project proposal by August 12, 2025, at 5:00 PM Eastern Standard Time, with proposals clearly titled "AOI #2" and sent to Beth Ruckwardt via email. Large proposals requiring DoD SAFE submission must request access by August 8, 2025, and any questions must be submitted by August 4, 2025. The opportunity is open to both traditional and non-traditional defense contractors under the Other Transaction Agreement structure. The prototype must demonstrate full functionality by September 30, 2025, with emphasis on scalability, interoperability with existing military healthcare systems like MHS GENESIS, and the ability to operate in IL5 environments while supporting various clinical roles across different Roles of Care.
