About this opportunity

The Defense Health Agency is seeking innovative commercial solutions through a Commercial Solutions Opening (CSO HT003826SC001) to address capability gaps within the Program Executive Office Defense Health Management Systems (PEO DHMS) and other Defense Health Agency program offices. Solutions must introduce new technologies, processes, or methods in areas such as strategic planning, operational efficiency, governance, or technology/program management, and must be structured for full adoption and sustainment by Government personnel. The solicitation focuses on three Areas of Interest—Operations, Strategy, and Governance—with proposed solutions expected to achieve at least one of four overarching goals: introducing operational excellence, enabling strategic alignment, modernizing governance and accountability, or ensuring capability adoption and sustainment. Evaluation will assess proposals against three equally weighted technical factors: Advancement (creative, forward-thinking solutions representing meaningful improvement), Solution Efficacy and Outcomes (specific, measurable results linked to pricing), and Technical Approach and Adaptability (credible approach with real-time adjustment mechanisms). The submission deadline is January 28, 2027, with the Government committing to complete evaluations within 30 calendar days of submission, and responses will follow a competitive funnel consisting of Phase 1a (technical proposal limited to 15 slides), optional Phase 1b (pricing proposal), Phase 2 (solution pitch), Phase 3 (collaborative deep dive), and Phase 4 (contract award).

This solicitation carries no set-aside designation and does not identify any current contractors or potential incumbents. No specific award values or budget ranges are provided in the solicitation materials. The Government anticipates awarding multiple fixed-price contracts based on deliverables and tangible results rather than levels of effort, though the total quantity and timeline for services are not specified. All proposed solutions must meet the threshold requirement of demonstrating innovation as defined in DFARS 212.7001, meaning the technology, process, method, or application must be new as of the proposal submission date. The place of performance is identified as Rosslyn, Arlington, Virginia, USA, and interested contractors should direct inquiries to Contracting Officer Sonya Edom or Contracting Specialist Gabriela Hurte.
