About this opportunity

The Department of the Air Force Global Strike Command seeks septic tank and grease trap maintenance services at 15 Missile Alert Fields assigned to Francis E. Warren Air Force Base, Wyoming, with proposals due September 4, 2026 at 11:00 a.m. Mountain Time. This is a 100% small business set-aside (NAICS 562991, PSC S222) with a firm fixed-price commercial service contract structure.

Place of performance spans 15 Missile Alert Field locations across Wyoming, Colorado, and Nebraska, ranging 52 to 123 miles from the base. The contractor must remove approximately 65,750 gallons total: 10,750 gallons from grease trap cleaning (CLIN 0001, firm fixed price) and up to 55,000 gallons from septic tank pumping (CLIN 0002, per-gallon unit pricing with reimbursement based on delivery tickets). Performance must complete within 150 calendar days of award. Work hours are limited to 7:30 a.m. to 4:00 p.m., excluding weekends and federal holidays.

Distinctive requirements include a NIST SP 800-171 Assessment with a minimum score of 110 (or equivalent CMMC Level 2 certification) in the Supplier Performance Risk System, with GPS coordinates and CUI drawings provided only upon award to qualified contractors. Contractors must submit a Mission-Essential Contractor Services Plan demonstrating capability to sustain operations for up to 30 days during government shutdown or pandemic. Personnel require Real ID-compliant identification, Entry Authority List documentation submitted 31 days pre-performance, and anti-terrorism training within 30 days of award. Service Contract Act wage determinations apply across three states. Environmental compliance includes hazardous materials authorization and OSHA standards (29 CFR 1910 and 1926). Contractors are responsible for all disposal at properly permitted wastewater facilities and must provide 12-month warranties on work.

Evaluation weighs price and technical acceptability equally. Award goes to the lowest priced, technically acceptable offeror. Questions were due September 1, 2026. The small business size standard is $9 million.
