About this file

This is a Questions and Answers document for Federal Contract FA461326R0007, which addresses the maintenance of Missile Alert Fields (MAFs) septic tanks and grease traps. The document clarifies key contract details in response to nine offeror inquiries regarding site access, waste disposal, equipment requirements, and pricing terms.

The contract involves servicing 15 MAF locations at F.E. Warren Air Force Base, Wyoming. GPS coordinates and CUI drawings with detailed tank specifications will be provided only upon award to contractors with either a NIST SP 800 score of 110 or CMMC Level 2 certification in the SPRS module of PIEE. Offerors should calculate transportation costs using distances provided in the Performance Work Statement (PWS). The waste consists of ordinary domestic sewage from septic tanks and non-hazardous grease trap waste from standard commercial kitchen operations. Roads to MAF sites are paved, though wet conditions may require 4x4 capabilities for vacuum trucks accessing septic tanks. Extended hose runs may be necessary due to site conditions, and contractors will have assigned inspectors/escorts at each location. The contractor is responsible for coordinating disposal at any properly permitted wastewater facility. Under Amendment 01, CLIN 0001 is priced as a firm fixed price for 15 grease trap services at $10,750 gallon capacity each, while CLIN 0002 is priced per gallon (55,000 gallons maximum for all sites) with a not-to-exceed designation, requiring weight tickets as proof of payment for deobligation of unused gallon pricing.

FA461326R0007 Maintain Missile Alert Fields (MAFs) Septic Tanks and Grease Traps

Questions and Answers

Question 1: Are there any physical addresses/GPS coordinates or access points for all 15 MAF locations?

Response:

Coordinates will be provided upon award. CUI Drawings are available for offerors to reference. The maximum gallons and distances from FE Warren AFB, WY were denoted on the PWS. It is not necessary for all offerors to identify locations of all MAFs during the presolicitation phase. Calculate transportation costs based off of distances noted in the

PWS. CUI Drawings are also provided to those who qualify to receive them. Refer to

Attachments 7 and 8, as well as Solicitation document pages 21-23. Having NIST SP 800

OR CMMC Level 2 is required for this contract.

NOTE: You need to have either a 110 score of NIST SP 800 (Attachments 7 and 8) or

CMMC Level 2 in SPRS module in PIEE in order to receive CUI Drawings. If you do not have this assessment or certification, we cannot release CUI drawings with additional tank specifications.

Question 2: Site Locations: Could you please provide the exact grid or GPS coordinates for the 15 MAF locations?

Coordinates will be provided upon award, see response in Questions #1.

Question 3: Please identify the nearest approved/permitted wastewater disposal facilities for each MAF, or confirm that the contractor may select any properly permitted disposal facility that accepts the waste.

The Contractor is responsible for coordinating and ensuring disposal is committed to an authorized wastewater disposal facility; refer to distances from FE Warren AFB to calculate transportation costs.

Question 4: Please confirm whether the septic/grease-trap waste is considered ordinary domestic sewage/grease-trap waste and does not require hazardous-waste handling or special treatment.

The grease trap is on a standard commercial kitchen and does not have hazardous waste. The septic waste is considered ordinary domestic sewage.

Question 5: Do any MAFs require specialized/high-capacity vacuum trucks, long hose runs, or other equipment due to site access or tank locations?

There may be additional length required due to wet conditions. CUI Drawings assist with denoting locations and distances. Refer to Question #1 on how to receive these drawings.

Question 6: Trap Accessibility (Hose Length): Are any of the grease traps or septic tanks located inside a building or in an area that prevents a truck from pulling right up to the manholes? We need to know if our crews should plan to bring extended lengths of hose to access specific locations.

There may be additional length required due to wet conditions. CUI Drawings assist with denoting locations and distances. Refer to Question #1 on how to receive these drawings.

Question 7: Will an escort be available at every MAF ?

The Contractor will always have an assigned Inspector/escort during the contract. The Contractor must follow accessibility procedures to the MAF as outlined in the PWS.

Question 8: Road Conditions & Access: What type of roads lead to these sites (e.g., paved, dirt, or gravel)? Will our heavy vacuum trucks require 4x4 capabilities to access any of the MAFs safely?

The roadway to the MAFs are paved. Road conditions to the septic tanks may require 4 x 4 capabilities after wet conditions.

Question 9: CLIN 0002 lists 35,000 gallons of septic volume, but the PWS Overview table totals 27,500 gallons. (a)

Which figure should offerors price to? (b) CLIN 0002 is shown as "Not to Exceed" but its Pricing Arrangement says

"Firm Fixed Price" - which governs? (c) Please confirm grease trap volume (10,750 gal.) is priced per site under

CLIN 0001 and excluded from the CLIN 0002 gallons.

The original PWS/CLINs were restructured under Amendment 01. Refer to Attachment 1 PWS Rev1 dated 28 Aug 2026 and Attachment 9 Cost Breakdown Rev1.

CLIN 0001 is noted as 15 each for the 15 MAF sites. Each has $10,750 gallon capacity. Price this

CLIN at Firm Fixed Price.

CLIN 0002 is denoted as 55,000 Gallon max for all 15 MAF sites. Price this as per gallon. Weight tickets will be required for proof of payment. Any unit gallon pricing not utilized will be deobligated from the contract, thus, a Not To Exceed notation.
