About this file
This is a Mission-Essential Contractor Services Plan template for continuation of grease trap and septic cleaning services at Missile Alert Facilities (MAFs) during periods of crisis at F.E. Warren Air Force Base, Wyoming. Developed in accordance with DFARS Clause 252.237-7023, the plan outlines procedures for maintaining mission-essential services for the 90th Missile Wing during emergencies or extended disruptions.
The plan requires contractors to address seven specific procedural elements: provisions for acquiring essential personnel and resources for up to 30 days of continuous operations; strategies for maintaining adequate staffing and supplies during extended events such as pandemics with repeated waves; actions to expedite personnel and resource availability on-site, including the ability to work extended hours if base access is restricted; identification, training, and preparedness of personnel capable of remote work or relocation to alternate facilities; alert and notification procedures for mobilizing essential personnel following Government direction; communication methods for conveying employee roles and responsibilities during crisis activation; and operational approaches to overcome adverse conditions including severe weather, employee illness, or unexpected vacancies. The plan identifies two mission-essential services: cleaning and pumping of 15 grease traps (CLIN X001) and management of total septic volume not to exceed 59,000 gallons (CLIN X002), with pricing and performance at contract rates in effect at time of activation. Contractors must submit a signed signature page with point of contact information, phone numbers, and email address. The plan remains active until the Contracting Officer directs termination.
