About this opportunity

The Indian Health Service, Phoenix Area Office, seeks a contractor to replace the fire alarm control panel and graphical user interface system at Phoenix Indian Medical Center, with quotations due September 16, 2026 at 1:00 PM ET. This procurement is set aside exclusively for Indian Small Business Economic Enterprises under the Buy Indian Act, foreclosing competition outside that category.

Place of performance is Phoenix Indian Medical Center, 4212 North 16th Street, Phoenix, Arizona 85016. The contractor must be a current NOTIFIER Engineered Systems Distributor or authorized NOTIFIER distributor and must demonstrate experience installing, programming, commissioning, and servicing networked NOTIFIER systems of comparable size and complexity in healthcare occupancies. The work requires removal and replacement of the existing NOTIFIER NFS-640 Fire Alarm Control Panel with a NOTIFIER INSPIRE N16x Fire Alarm Control Panel (or approved equal) and replacement of the existing GUI/workstation system with the latest NOTIFIER ONYXWorks GUI workstation system (or approved equal). The facility contains 539 devices distributed across the main tower and five additional campus buildings, including 183 photoelectric detectors, 46 manual pull stations, 26 duct detectors, 4 heat detectors, 7 waterflow switches, 8 supervisory switches, 12 smoke detectors, 1 bell, 111 chimes, 134 strobes, and 7 water leak detection devices; all existing field devices and loops will remain in place.

Period of performance is 100 calendar days from the Notice to Proceed. The contract is Firm-Fixed-Price. NAICS code 561621 applies. Award will be made on a Lowest Price Technically Acceptable basis, with evaluation criteria including Technical Capability and Past Performance (both acceptable/unacceptable). Past performance is defined as work performed within three years of the RFQ date and similar in size, scope, and complexity. Quotations must include vendor name, UEI, prompt payment terms, delivery time, warranty information, and pricing for all line items, along with a completed IHS Indian Economic Enterprise Representation form. A Price Schedule template was updated September 16 to reflect correct estimated hours. Questions and Answers documents were posted September 14 and 15, with the Q&A_v2 document providing technical clarifications on building infrastructure including water-based fire suppression, multi-mode fiber and CAT-6 copper for inter-building communications, and the facility's lack of smoke control systems.
