This is a Scope of Work for Project PH26PH02H7, the PIMC Fire Alarm Replacement Project at Phoenix Indian Medical Center in Phoenix, Arizona. The project requires removal and replacement of the existing Notifier NFS-640 fire alarm control panel with a new Notifier INSPIRE N16x panel (or approved equal), along with replacement of the associated graphical user interface (GUI) system. The facility contains 539 devices in the main tower (building 233) and interfaces with 5 additional campus buildings, including 183 photo detectors, 46 manual pull stations, 26 duct detectors, 4 heat detectors, 7 waterflow switches, 8 supervisory switches, 12 120V smoke detectors, 1 bell, 111 chimes, 134 strobes, and 7 water leak detection devices. All existing field devices and loops will remain in place and not be replaced.
The contractor must be a current Notifier Engineered Systems Distributor (ESD) or authorized Notifier distributor with demonstrated experience in comparable networked systems and healthcare occupancies. Key deliverables include removal and replacement of two outdated annunciators with new remote common displays, replacement of the GUI with the latest ONYXWorks system (cloud functionality disabled), furnishing all required power supplies, batteries, and network cards, developing an updated fire alarm system points list, configuring floor plan graphics with accurate device locations, performing 100% functional testing of all devices and notification appliances per NFPA 72, providing a detailed phasing and cutover plan with interim life safety measures, and conducting on-site training for government personnel. The system must not operate on the hospital LAN and shall not require internet connectivity or transmit data externally. All work must be completed within 100 days from the Notice to Proceed, with the contractor providing a one-year installation warranty. Closeout deliverables include O&M manuals, commissioning documentation, as-built drawings in PDF format, final points list in Excel format, complete system programming backups, and network architecture diagrams. Work must comply with the International Building Code, NFPA 72, NFPA 101, NFPA 70, NFPA 1, and the International Mechanical Code (latest editions).

A. PROJECT DESCRIPTION
Title: Project PH26PH02H7 - PIMC Fire Alarm Replacement Project
Purpose: The purpose of this project is to remove and replace the existing fire alarm control panel and associated graphic user interface (GUI) system.

1. The existing fire alarm control panel and associated graphical user interface (GUI) have reached the end of their service life and require replacement, including development of an updated points list. Phoenix Indian Medical Center (PIMC) has undergone multiple floor plan modifications over time, which has resulted in inaccurate device location and room information being displayed on the existing Notifier fire alarm control panel (FACP) during alarm events. In at least two documented instances—one involving a smoke detector and one involving a manual pull station—outdated room descriptions were displayed on the annunciator and incorrectly announced by security personnel on the PA.
