Proposals will be evaluated based on technical capability (addressing food preparation, sleeping tent provision and maintenance, water distribution, latrine delivery, mobilization capability, and current organizational capabilities), past performance within the last three years, and price reasonableness. The evaluation criteria emphasize compliance with specifications, project management effectiveness, timeliness of performance, and commitment to customer satisfaction. Proposals are due April 6, 2026 at 4:00 PM EDT, with a mandatory site visit held on March 5, 2026 at 11:00 AM EDT, and final questions and answers addressed by March 24, 2026.

This solicitation is designated as a 100% Women-Owned Small Business (WOSB) set-aside under NAICS code 561210 (Facilities Support Services) with a size standard of $41.5 million. The period of performance runs from July 14 to August 1, 2026 (19 operational days), with mobilization occurring no earlier than June 30, 2026, and demobilization completion required by August 11, 2026. The contract is structured with three Contract Line Items (CLINs) on a firm fixed-price basis under the Service Contract Act with Wage Determination No. 2015-4295 applicable to Fayette and Raleigh Counties, West Virginia. The contractor must establish a self-sustaining base camp capable of supporting approximately 375 service members (280 male, 95 female) with 24-hour daily operations at CTCP Victory and additional support tentage at Raleigh County Memorial Airport in the surrounding area.
