About this file
This is a Final Questions and Answers document for Solicitation Number W912L826RA002, issued by the Department of the Army West Virginia Army National Guard, addressing 22 vendor inquiries regarding the Personnel Life Support Services for the National Scout Jamboree contract.
The Q&A clarifies critical operational and logistical requirements for establishing a self-sustaining base at Combat Trains Command Post (CTCP) Victory at Summit Bechtel Reserve in Fayette County, WV, supporting up to 375 personnel from July 14 through August 1, 2026 (19 operational days, with demobilization on August 2). Key clarifications include: the Government will compact gravel sleeping pads and provide electrical connection coordination, while the contractor assumes responsibility for service road installation and demobilization; two 2,000 sq ft tents (gym and MWR) will be located on the Gym + MWR pad; latrines and showers must be positioned near laundry areas meeting 300ft and 100ft distance requirements, respectively; common areas must be separated from sleeping areas and comprise 10% (not 20%) of tent capacity; containerized latrines require a 1:10 ratio totaling 38 units with at least 28 positioned near the living area; 9 total drinking water stations are required (5 in living area, 4 in working area); 10 hand-pump sinks are required at the DFAC; maintenance tents require HVAC; and WiFi is no longer required. The CLIN for fuel remains Firm Fixed Price with no price adjustment provisions. The Government will not provide standardized pricing documents beyond the CLIN breakdown in the SF 1449, and offerors must comply with formatting requirements in the Addendum to 52.212-1.

Questions
| Solicitation Number: W912L826RA002 | ||||
| Q # | RFP Section, | |||
| Page Number | Vendor Question | Answer | ||
| 1 | General | For tasks that require connection to Summit Bechtel Reserve’s power grid, what are the specs? Need to know voltage, amperage, receptacles, plug types, etc. | The Government has been unable to confirm the detailed electrical specifications for the connection points at SBR. The awarded contractor shall be responsible for providing all necessary equipment, including any required adapters, transformers, or other hardware, to ensure a successful connection to the SBR power grid. Upon contract award, the Government will provide the contractor with the appropriate POC at SBR to facilitate coordination. | |
| 2 | General | The government stated a service road can be made behind the support tents. Is the intent the contractor will install a service road or the government will install a service road as part of the Government site preparation measures? | If the contractor determines a service road is necessary, they will be responsible for creating it during site preparation and returning it to the site to its original condition during demobilization. | |
| 3 | Site Map | Lists two (2) 2,000 sq ft tents, but the location for these is not identified on the map overlays. | 2,000 sq ft tents will be located on the Gym + MWR pad on slide 4 of the attached Site Map. | |
| 4 | Site Map | In the site map provided, there is not a designated area for containerized latrines or showers in the Sleeping Area (Page 2). To meet the distance requirements of 300ft from the DFAC and 100ft from the sleeping tents, is the excess parking area the governments preferred location for the latrines? | No. Government's intent is to have the latrines and showers near or around the laundry areas on page 2. | |
| 5 | Site Map | Could the government please confirm the entire areas in the blue highlighted areas labeled sleeping tents (5.6) will be graded and compacted by the government prior to Contractor mobilization. | Yes, the government will compact the gravel on the sleeping pads prior to the contractors arrival. | |
| 6 | PWS 1.3 | Could the Government please clarify the Period of Performance identified as July 14, 2026 through August 2, 2026, specifically with respect to the final day of operations? |
The solicitation indicates that the final meal service will be lunch on August 1, 2026. This suggests that SMs will not remain on site overnight on August 1, and that demobilization activities may begin on the morning of August 2. However, as the Period of Performance is currently stated through August 2, 2026 (20 days), offerors may reasonably interpret August 2 as a full or partial operational day, thereby including an additional day of staffing, power generation, fuel, consumables, and other operational resources in their proposals.
| If operations conclude on August 1, 2026 and demobilization begins on August 2, 2026, could the Government please confirm whether the operational Period of Performance should be revised to July 14, 2026 through August 1, 2026 (19 operational days)? | PoP has been updated to end August 1, 2026. | |||
| 7 | PWS 5.6 | Could the Government please clarify the definition of 20% of the tent's overall capacity for the common area. Is the following common area calculation aligned with the governments intent - 20% of the occupancy = 56 males x 54sqft = 3,024 minimum male common area & 19 females x 54sqft = 1,026 minimum female common area. | Edit made to PWS. Common area requirement has been reduced to 10% of the tents overall capacity | |
| 8 | PWS 5.6 | Would the government prefer if the common areas are separated by an interior partition or left non-partitioned and integrated into the overall sleeping quarters? | Edit made to PWS. The government requires that the common area(s) would be separated from the sleeping area(s). | |
| 9 | PWS 5.6 | Can the dividers in the tent be 10’ high instead of a full floor to ceiling divider? | This is fine as long as the requirements for the night shift area "Divided night shift area must have the capability to black-out doors and windows and control that section of lighting separately." are met. | |
| 10 | PWS 5.6.2 | This section remains in the updated PWS. However, based on the response to Question 20 in the Q&A, it was stated that an edit was made to remove isolation tents from the PWS. The current PWS document still includes references to isolation tents. | References to isolation tents have been removed. | |
| 11 | PWS 5.8.1.2 | Are the Support Tents at approximately 2000 sq. ft. (2 each) the MWR and Fitness Center tents or are the (2) 2000 sq. ft tents in addition to the MWR and Fitness center? The only 2000 sqft tents in the Site Map were the MWR and Fitness Center. | The two 2,000 sq ft tents in 5.8.1.2 are the gym tent (PWS 5.23) and the MWR tent (5.24).No additional 2,000 sq ft tents are required. | |
| 12 | PWS 5.8.1.3 | Will the maintenance tent require HVAC? if not, should we provide portacool units (swamp coolers)? | Yes, maintenance tent will require HVAC | |
| 13 | PWS 5.8.1.4 | Calls for four (4) 500 sq ft tents, but only three are identified on the site overlay map. | Verbiage in Performance Work Statement takes precedence over mapping and imagery. Items not depicted will be placed by COR. | |
| 14 | PWS 5.12.1 | If the contractor provides a water fill station that has multiple fill points for parallel use (6-fill points per station), would it be acceptable to install one station in the working area and one station in the housing/living area, provided that the combined total number of fill points meets or exceeds the nine required? | As long as the number of fill points and the amount of water are adequate that is an acceptable practice. | |
| 15 | PWS 5.12.1 | How many total drinking stations are needed? 9 or 18? | 9 drinking stations total. Most likely 5 in living area and 4 at working area. | |
| 16 | PWS 5.14 | Can we confirm there is need of 10 total sinks by the DFAC area for hand washing prior to eating? Can these be hand pump sinks? | 10 total sinks will be required at the DFAC and they can be hand pump sinks. | |
| 17 | PWS 5.16 | Could the government please clarify containerized latrines are required at a 1:10 ratio in 2 locations, CTCP Victory Working Area AND CTCP Victory Housing Area equating to a minimum total of 76 toilets. | No, it is not 1:10 per location, it's 1:10 per the total of 375, equating to 38. Of that 38, at least 28 will be placed near the living area. | |
| 18 | PWS 5.17 | Could the government confirm separate handwash stations are not required with the chemical latrines and a hand sanitizer dispenser inside the Chemical latrine is all that is required? | Yes, for the chemical latrines hand sanitizer dispensers will be adequate | |
| 19 | PWS 5.21 | The PWS references "Bay or bunk style quarters" for the 10 SMs. We have open bunk trailers with room slides that expand to 14' wide (they also have two 3/4 baths). We can also provide "Z bunk" trailers that have separate single compartments for the 10 SMs with their own outside entrance/room. Are both of these options acceptable? | Yes, both of these options are acceptable | |
| 20 | PWS 5.28 | This section has been marked as Reserved in the updated PWS. Can the Government please confirm whether contractor-provided WiFi is no longer required, or if this requirement will be addressed in a forthcoming amendment? | Wifi requirement has been removed. | |
| 21 | General | Will the government provide a CLIN for fuel that is Time and materials. Given the current geopolitical situation ongoing in the Middel East, fuel prices are fluctuating significantly. | Answer from Q&A Part 2 has been revised. Revolutionary FAR Overhaul has removed the intended DFARS Clause 252.243-7002. CLIN will remain Firm Fixed Price and no price adjustment will be made for fuel prices. | |
| 22 | General | Can the Government please provide a standardized pricing spreadsheet for use by offerors in preparing and submitting their price quote? Specifically, the Government’s guidance is requested regarding submission of labor hour breakdown in accordance with Solicitation Section 7.2.2 and subcontractor pricing data in accordance with Solicitation Section 7.2.3, to ensure consistency and compliance across all proposals. | The Government will not provide standardized pricing documents beyond the CLIN breakdown in the SF 1449. Offerors are responsible for ensuring that their submissions comply with the formatting requirements listed in Addendum to 52.212-1, Instructions to Offerors of the solicitation. |
