About this file

This is a Questions and Answers document for Solicitation Number W912L826RA002, a federal contract opportunity for Personnel Life Support Services supporting the National Scout Jamboree. The Q&A addresses 80 vendor inquiries regarding the Performance Work Statement (PWS), technical requirements, and solicitation procedures, with responses provided by the government through March 19, 2026. Key clarifications include: the period of performance runs from July 14 to August 2, 2026 (operational), with mobilization beginning no earlier than June 30 and demobilization through August 11; the contractor must provide a self-sustaining base at Combat Trains Command Post (CTCP) Victory in West Virginia supporting up to 375 personnel; meal requirements total 16,875 meals during the July 17-31 period with fresh sandwich-based bag lunches requiring refrigeration and delivery to work sites approximately 2,500 feet from the dining facility; and the contractor must source water and waste disposal independently, as government water fill points and drain systems are unavailable. Additional requirements clarified include: sleeping accommodations using soft-sided or hard-wall tents with 54 square feet per person; containerized or trailer-based shower, sink, and latrine facilities; a 2,000 square foot MWR tent with separate 2,000 square foot support structure; ice delivery for 14 days (approximately 12,360 gallons of potable water required); laundry facilities for 18,000 pounds of laundry processing; approximately 20 light tower sets for CTCP Victory and 15 for entry control points; and dust suppression for Camp Victory roadways only.

The solicitation requires proposals by April 6, 2026 at 4:00 PM EDT, with anticipated award by June 2026. Vendors must submit past performance questionnaires from the last three years (CPARS evaluations accepted as alternative), identify hours, labor categories, indirect rates, and escalation methodologies despite the firm-fixed-price structure, and provide subcontractor pricing for fair and reasonable price evaluation. The government clarified that ServSafe certifications are acceptable alternatives to WV Food Handler Cards, containerized facilities may be replaced with mobile trailers, and common areas are required in sleeping tents despite separate MWR facilities. No special meal requirements (vegetarian, halal, kosher) are necessary, contractor operational staff may not remain onsite during the period of performance, and gravel lots will be compacted and rip rap removed prior to mobilization. The Department of the Army West Virginia Army National Guard is the contracting agency under Wage Determination 2015-4295.

5652.212-1 Addendum 7.2.2Will the government respectfully consider removing the requirement for offerors to identify hours, labor categories, indirect rates, and escalation methodologies, given that such information is not required or used for evaluating FFP proposals and would require collection of our subcontractor competition-sensitive data over a broad category of service providers. The requirement as stated in the addendum to 52.252-1, section 7.2.2, will not be removed.

This procurement is being conducted using the streamlined procedures authorized by DoD Class Deviation 2026-O0028, Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 12, Defense FAR Supplement (DFARS) Part 212. While these procedures streamline the acquisition process, they do not waive the Government's fundamental responsibility to determine that the proposed price is fair and reasonable.

Consistent with the principles outlined in the governing Class Deviation, the Contracting Officer must still conduct an adequate price analysis. The requested price element data constitutes "information other than certified cost or pricing data" and is necessary for the Government to understand the offeror's proposed approach and establish the reasonableness of the proposed firm-fixed-price. The authority to request such information is inherent in the Contracting Officer's responsibility to ensure prudent use of taxpayer funds

5752.212-1 Addendum 7.2.3Would the government respectfully consider a narrative demonstrating subcontractor planning in lieu of subcontractor price submissions. Final selection of subcontractors will not be completed until after award creating an administrative burden not aligned with a FFP procurement. This requirement will not be removed. This clause outlines the procedure for submitting subcontractor pricing in a government proposal, designed to balance the need for complete cost information with a subcontractor's desire to protect proprietary pricing data from a prime contractor. This allows the government to evaluate the reasonableness of the total price, including subcontracting costs. The Government is required to determine that the total price of the prime contract is fair and reasonable. If a sub-contractor is performing a significant portion of the work, the Contracting Officer must evaluate the subcontractor’s price to determine if the prime’s overall price is reasonable.
5852.212-1 Addendum 7.2.3Is pricing of subcontractors necessary? Can this requirement be removed? This requirement will not be removed. This clause outlines the procedure for submitting subcontractor pricing in a government proposal, designed to balance the need for complete cost information with a subcontractor's desire to protect proprietary pricing data from a prime contractor. This allows the government to evaluate the reasonableness of the total price, including subcontracting costs. The Government is required to determine that the total price of the prime contract is fair and reasonable. If a sub-contractor is performing a significant portion of the work, the Contracting Officer must evaluate the subcontractor’s price to determine if the prime’s overall price is reasonable.
