Pre-solicitation Notice - FAR 5.204
The mission of U. S. Customs and Border Protection (CBP), Office of Air and Marine Operations (AMO) is to protect the American people and the Nation's critical infrastructure through the coordinated use of integrated air and marine forces to detect, interdict, and prevent acts of terrorism and the unlawful movement of people, illegal drugs and other contraband toward or across the borders of the United States. In the course of aviation enforcement, CBP has maintained and operated P-3 aircraft in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) for over 30 years and plans to continue maintaining and operating P-3 aircraft for at least an additional 15 years. CBP has successfully operated the fleet an average of 7000 flight hours per year, in support of the combined mission to combat terrorism, human smuggling, drug smuggling, and the transport of counterfeit or unsafe goods by providing a comprehensive understanding for situational awareness.
In order to accomplish AMO's strategic mission there is a need for a reliable maintenance and logistics contract to sustain aircraft readiness in support of CBP's law enforcement, security missions, and to continue to achieve the strategic goals and homeland security missions. The P-3 aviation assets currently consist of eight (8) Airborne Early Warning (AEW) and six (6) Long Range Tracker (LRT) high-endurance, all-weather, tactical turbo-prop aircraft.
CBP intends to issue a solicitation with a Request for Proposal for Organizational (O), Intermediate (I), and Depot (D) level maintenance and aircraft logistics support through a Material Management/Inventory Control Management area. These requirements are applicable to all aircraft systems/subsystems (including but not limited to engines, avionics, environmental, hydraulic, electrical, etc.), aircrew systems, Support Equipment (SE), Ground Support Equipment (GSE), and tooling. In addition, this contract will support Other Government Agencies (OGA) that also fly P-3 aircraft.
P-3 mission objectives are:
•· Meet the annual average flight hour fleet operational requirement with airworthy, fully mission-capable aircraft.
•· Provide an Operational Performance (OPM) of 90% or higher.
•· Successfully support 140+ deployments per fiscal year.
•· Launch any or all safe for flight aircraft within a two-hour notice.
•· Ensure Detachment pack-ups are comprehensive and fully stocked.
•· Responsive program-wide logistics support.
•· Expand current In-House Repair (IHR) (Minor and Major) capability.
•· Effectively manage Depot maintenance activities including: Depot Level Maintenance, Drop-in and OGA level of effort performed within schedule and budget.
CBP intends to award a contract for the maintenance and logistics support services. The contract will consist of a phase in, one year base period, nine one year option periods, and a phase out. The acquisition strategy will be full and open competition utilizing Oral Presentations [FAR 15.102] and Two Step Advisory down select procurement process [FAR 15.202] with confidence evaluation ratings.
Please note that CBP will not provide updates on the procurement on an individual basis. Should there be any updates, CBP will provide them via www.FBO.gov.
