SECTION L INSTRUCTIONS, CONDITIONS, & NOTICES TO OFFERORS
L.15 GENERAL INSTRUCTIONS FOR THE PREPARATION OF PROPOSALS (OCT 2008) (MODIFIED)
Each offeror's proposal submitted in response to this solicitation shall be prepared in two volumes: Volume I - Technical and Volume II - Business Management Information – Cost/Price Proposal. Each of the parts shall be separate and complete in itself so that evaluation of one may be accomplished independently from evaluation of the other.
Offerors are required to submit sufficient information concerning all evaluation factors to enable Government personnel to fully assess the capabilities of the Offeror to perform all requirements. The proposal must be sufficient in detail and scope to enable evaluation and provide the evaluators a clear understanding of the Offeror’s approach, expertise, experience and capability as required by the solicitation. Proposals shall clearly and convincingly demonstrate that the Offeror has a thorough understanding of all requirements and associated risks; is able, willing, and competent to devote the resources necessary to meet all requirements; and has valid and practical solutions for all requirements and potential risk areas.
The Offeror shall not alter or rearrange the solicitation. The burden of proof for all substantiation within the proposal rests with the Offeror. Offerors are advised that the Government may incorporate any part of the Offeror’s proposal deemed beneficial to the Government into the final contract. With the exception of Small Business Subcontracting Plan/Small Business Goals; Volume 2 Cost/Price, and Volume 1 Executive Summary, no cost or price information, (e.g., dollar values and/or hourly rates) shall appear in any other volume. Alternate proposals are not acceptable.
In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity.
Clarity, brevity, and logical organization shall be emphasized during proposal preparation. It is the responsibility of the Offeror to present enough information to allow the various work efforts, support, and management approaches, as well as Cost/Price, to be meaningfully evaluated without discussions. Unsubstantiated statements that the Offeror understands, can or will comply with the specifications, or paraphrasing the requirements or parts thereof are considered inadequate and may render a rating of unsatisfactory.
Proposals must be prepared in accordance with these instructions and provide all required information in the format specified. The required format is designed to ensure submission of information essential to the understanding and comprehensive evaluation of the offeror's proposal.
The Offeror shall include any data necessary to illustrate the adequacy of the various assumptions, approaches, and solutions to problems. There is no need to repeat information in more than one volume. The detailed information must be included in the most logical place and summarized and referenced in other areas if an overlap exists. Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.
Failure of a proposal to comply with these instructions may be grounds for exclusion of the proposal from further consideration.
Throughout these instructions, Offeror is defined as the prime contractor with its CAGE code identified in Block 15A on Standard Form (SF) 33, Solicitation, Offer, and Award. The following entities are defined as principal entities: (a) the prime contractor; (b) Joint Venture Team Members; and (c) other entities that perform at least 15.00% of the proposed total cost/price for the contract costs. “Critical Subcontractors” are subcontractors that perform a critical technical function in the performance of the resulting contract. For this solicitation, the following items are critical functions: Engine, Propulsion and Depot Level maintenance on aircraft. For evaluation purposes, only principal entities and critical subcontractors will be used in the corporate experience evaluations.

The purpose of the Executive Summary is to provide the Government with an overview of the Offeror’s entire proposal.

a. Offeror Summary Table The Offeror shall complete Table 1 (Offeror and Subcontractor Summary), provided in Attachment J-1 (Executive Summary Tables), according to the instructions within the attachment, and submit it within this section and as a separate electronic file. This table summarizes the Offeror and its entities’ (the prime contractor, JV, JV Team Members, any subcontractor, and any corporate parent, division, subsidiary, or affiliate) proposed type and level of work, indicating a commitment to that effort during contract performance.
Offerors are advised that in order to demonstrate work commitment, each entity identified in Table 1 (Offeror Summary) must be identified in the Cost/Price and associated with a dollar value commensurate with the Percent of Total Proposed Cost/Price identified in Table 1 (Offeror Summary). Therefore, this table must be a reflection of what is proposed in the Cost/Price section.
The Offeror shall provide a definition of the legal relationship between the entities if it is other than a Prime/subcontractor relationship.
b. Relevant Contract Summary Table
The Offeror shall complete Table 2 (Relevant Contract Summary) provided in Attachment J-1 (Executive Summary), for all contracts proposed as relevant for Corporate Experience for the principal entities. Complete the table according to the instructions within the attachment and submit it within this section and as a separate electronic file.

15 of 26 70B02C19R00000013 A0004 utilized by offerors when anything in their proposal is based on something that’s not clearly spelled out or understood in the solicitation documents.
Any exception, deviation or assumption relating to any part of the RFP shall be submitted in Volume I. Any exception, deviation or assumption taken must contain sufficient amplification and justification to permit evaluation. All benefits to the Government must be fully explained for each exception or deviation taken. Such exceptions, deviations or assumptions will not, in itself, automatically cause an offer to be deemed unacceptable. A large number of exceptions, deviations or assumptions or one or more significant exception, deviation or assumption not providing benefit to the Government, may, however, result in rejection of your offer as unacceptable.
2. STAFFING PLAN
Attachment J-2 Staffing Plan
Demonstrate the proposed staffing and personnel skill levels, and expertise to perform the work required by this solicitation. The offeror shall provide an approach that includes, but is not limited to, the following:

The offeror shall provide a rationale for how the manpower requirements were determined. Describe the method by which the FTEs for each labor category were calculated or determined and identify all the data sources and industry standards used to derive the FTEs. Substantiation shall include historical data, or detailed comparison analysis with similar aircraft maintenance services. If the substantiation also includes “new or improved” methods or standards as the basis, a detailed discussion shall be provided describing why those "new or improved" methods or standards shall be deemed reliable as a basis for accurately projecting manning requirements. In addition, discuss the impact of any “learning” and “efficiencies” claimed and justify associated assumptions or conclusions.
The offeror’s total proposed staffing must be consistent with the offeror’s total staffing and labor category breakout proposed in the cost proposal. Any differences in these attachments may result in the offeror’s technical proposal being assigned up to a high technical risk, which may potentially make the offeror’s proposal unacceptable.
b) Describe how the staffing approach supports concurrent maintenance and operations. The offeror shall address the following:
i) Normal flight operations, night operations, occasional weekend/holiday operations
