About this file
This memorandum is a directive from the United States Army Medical Command (MEDCOM) regarding the application of DoD 3020.37 for continuation of essential contractor services during crises. Issued on November 18, 2009, by Lieutenant General Eric B. Schoomaker (The Surgeon General and Commanding General, USAMEDCOM), the memorandum instructs MEDCOM contracting officers to identify essential contractor services in solicitations and contracts that support mission-critical functions during emergency situations. The memorandum references a class deviation to the Department of Defense Federal Acquisition Regulation Supplement regarding continuation of essential contractor services and applies to all military treatment facilities operated by MEDCOM.
The memorandum designates seven categories of contractor-provided services as essential to maintain critical MEDCOM operations during emergencies, such as the 2009 H1N1 influenza pandemic. These essential services are: Emergency Room Staffing, Operating Room Staffing, In-Patient and Support Staffing, Laboratory Support Staffing, Hospital Housekeeping, Linen/Laundry, and Nutrition Care. The point of contact for implementation is LTC Scott A. Svabek, Commander, Health Care Acquisition Activity, at (210) 221-3298 or scott.svabek@us.army.mil. The directive requires immediate implementation across MEDCOM contracting activities.
