The Department of the Interior Bureau of Land Management seeks repairs and renovation of the NIFC 100-ADM (National Interagency Fire Center Administration Building) in Boise, Idaho, with proposals due August 7, 2026 at 2:00 PM Mountain Daylight Time. The procurement is set aside for total small business concerns and carries brand-name restrictions for HVAC building automation (Johnson Controls International Metasys system) and physical access controls (AMAG Technologies Symmetry Professional V9.4.51 security software and controllers).
Place of performance is Boise, Idaho (3833 S Development Avenue). The work spans basement, first, and second floors across approximately 22,262 square feet and includes asbestos abatement (chrysotile in drywall mud, vinyl floor tile, and mastic), HVAC system modifications including VRF installation interfacing with proprietary JCI Metasys building automation controls, fire suppression and fire alarm upgrades, electrical and communications system modifications, interior finishes, flooring replacement, modular furniture installation, and security system integration with AMAG PACS components for Personal Identity Verification Card access. The Metasys system is the only building automation platform approved by NIFC for connection to the BLM network; AMAG components must support FICAM compliance and interoperability with existing campus infrastructure already running Symmetry v9 Homeland Security Edition.
Performance must commence within 10 calendar days of Notice to Proceed and be completed within 250 calendar days. Work occurs during regular office hours (8:00 AM to 4:30 PM) with government occupancy continuing throughout construction; contractor personnel require official photo identification and government-furnished visitor badges. A mandatory site visit occurred July 1, 2026; questions were due July 8. The prime contractor must self-perform at least 15 percent of work excluding materials. Prevailing wage requirements apply per wage determination ID20260104 for Ada and Boise Counties, Idaho. Amendment 1 extended the closing date from July 24 to August 7 and increased the performance period from 180 to 250 calendar days.
