About this file
This document is a Justification for Other Than Full and Open Competition (FAR 6.301) submitted by the United States Department of the Interior, United States Wildland Fire Service at the National Interagency Fire Center (NIFC) for Solicitation 140L0626R0002, titled NIFC 100 ADM Repairs. The government seeks to acquire Physical Access Controls (PACS) materials and licenses manufactured exclusively by AMAG Technologies, Inc., including a Reader license LIC-xxx-V9 for the AMAG Symmetry Professional V9.4.51 security management software (Homeland Edition), an AMAG WIM4 Wiegand Interface Module License key, and an AMAG M4000-DEC4 4 Door Entry Module Controller. These components will enable government employees to access the building using Personal Identity Verification Cards and are required to be FICAM (Federal Identity Credential and Access Management) compliant and interoperable with existing campus security infrastructure already installed with Symmetry v9 Homeland Security Edition and pivCLASS Authentication Modules software.
The government justified the brand-name restriction under 41 U.S.C. 3304(a)(1) and FAR 6.302-1, asserting that the proprietary software and licensing requirements necessitate single-source procurement to ensure system integration, reliability, and compliance with the building's security assurance levels 1 and 2. Market research confirmed no alternative products could satisfy the specific interoperability requirements. The contracting officer determined anticipated costs will be fair and reasonable, with the brand-name requirement incorporated into a competitive construction solicitation expected to attract multiple small business offerors, enabling competitive market forces to ensure advantageous pricing. The justification was posted via the System for Award Management (SAM) to provide potential offerors opportunity to propose alternative solutions. No sources expressed written interest in the acquisition. The government indicated continuous market research will monitor for comparable products and any future integrations will be made available to all qualified vendors with appropriate manufacturer certifications.

United States Department of the Interior
UNITED STATES WILDLAND FIRE SERVICE
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
Naonal Interagency Fire Center (NIFC)
NIFC 100 ADM Repairs
Solicitaon 140L0626R0002
This document sets forth the jusficaon and approval as required by FAR 6.301.
1. Idenficaon of the Agency and the Contracng Acvity:
The United States Department of the Interior, United States Wildland Fire Service at the Interagency
Fire Center (NIFC), requests the DOI acquision office to contract on a brand name basis.
2. Nature and/or descripon of the acon being approved:
The government requires that certain Physical Access Controls (PACS) materials and licenses for controllers and modules listed in secon 3 to be manufactured by AMAG Technologies, Inc. The controllers and modules will be used to control access, allowing government employees to enter the building via Personal Identy Verificaon Cards. This requirement is a very small component of a much larger construcon project which is being solicited by the government.
3. A descripon of the Supplies or Services required meeng the Agency’s needs:
The project is has a construcon requirement to include a security system as follows:
a. Reader license LIC-xxx-V9 for added readers to enable reader funconality with current AMAG
Symmetry Professional V9.4.51 - Symmetry Security Management So<ware, Homeland Edion
b. AMAG WIM4 Wiegand Interface Module License key to connect to the readers
c. AMAG M4000-DEC4 4 Door Entry Module Controller that operates PACS system
4. An idenficaon of the statutory authority permi2ng other than full and open compeon:
41 U.S.C. 3304 (a) (1), this covers only the poron of the acquision which is brand-name or peculiar to one manufacturer and no other product will sasfy agency requirements as implemented by FAR
6.302-1.
5. A demonstraon that the proposed contractor’s unique qualificaons or the nature of the acquision requires use of the authority cited:
PACS systems are required by the Interagency Security Commi@ee Standards to be Federal Identy
Credenal, and Access Management (FICAM) compliant. Products must be selected from the GSA
Approved Products List (APL) and be interoperable between security components. The building has been determined to require a security assurance level 1 and level 2 in some areas, as indicated by the building Physical Security Survey. This level requires reading of a Personal Identy Verificaon
Card, verificaon of credenals via pivClass Authencaon Modules, entering a personal idenficaon number, then communicaon with controllers and a secure network to provide mely operaons of door hardware.
To integrate with the Campus Symmetry v9 Homeland Security Edion and pivCLASS Authencaon
Modules (PAM) so<ware installed locally on the campus security server, controller components must be sourced from AMAG. This will ensure that there is one source on campus used by Security Guards that reliably and quickly maintains the required Security Level for the building, that has licensing that is maintained on an annual basis.
6. A descripon of efforts made to ensure that offers are solicited from as many potenal sources as praccable, including whether a noce was or will be publicized as required by FAR Subpart 5.2 and, if not, which excepon under FAR 5.202 applies:
In accordance with FAR 5.102(a)(6), the government will post this jusficaon in conjuncon with the solicitaon via the System for Award Management (SAM). This will provide potenal offerors with an opportunity to specify an alternave soluon if they believe this jusficaon is improper.
7. A determinaon by the Contracng Officer that the ancipated cost to the Government will be fair and reasonable.
The contracng officer determines that the ancipated cost to the Government will be fair and reasonable. The Government intends to include the sole source within a compeve construcon solicitaon. It is ancipated that numerous small businesses will provide offers in response to the solicitaon. As a result, the Government believes compeve market forces will assist in receipt of the most advantageous price for items encompassed within the brand name requirement.
8. A descripon of the Market Research conducted (see FAR Part 10) and the results or a statement of the reason Market Research was not conducted:
Market research was conducted in accordance with FAR 10.002(b)(2) to determine if any other product could sasfy agency requirements under the specific circumstances. Through research, it was found that the products and licensing must be this type of so<ware is proprietary and must be brand-name or peculiar to one manufacturer (AMAG) in order to operate with the campus-wide access controls.
9. Any other facts supporng the use of Other Than Full and Open Compeon, such as: (i) explanaon of why technical data packages, specificaons, engineering descripons, statement of work, or purchase descripons suitable for full and open compeon have not been developed or are not available, (ii) When 6.302-1 is cited for follow-on acquisions as described in 6.302-
1(a)(2)(ii), an esmate of the cost to the Government that would be duplicated and how the esmate was derived., (iii) When 6.302-2 is cited, data, esmated cost, or other raonale as to the extent and nature of the harm to the Government.
The Government doesn’t own the data or the rights to the data needed to contract the purchase of
AMAG components from other sources. It has been determined to be uneconomical to buy the data or rights to the data. Further it is uneconomical to reverse engineer the AMAG components.
10. A lisng of the sources, if any, that expressed in wring, an interest in the acquision:
None.
11. A statement of the acons, if any, the agency may take to remove or overcome any barriers to compeon before any subsequent acquision for the Supplies or Services required:
Connuous market research will be performed to ensure that the Government is aware of compable products/systems if/when they become available. Addionally, any acquisions that allow integraon of a new system will be made available to all offerors with similar capabilies and products. Also, any vendor compliant with the specificaons, including having cerficaons from the manufacturer, may install the equipment.
12. Cerficaon:
I cerfy that any supporng data that is the responsibility of technical or requirements personnel
(i.e. verifying the Government’s minimum needs or schedule requirements or other raonale for other than full and open compeon) and which form a basis for the jusficaon have been cerfied as complete and accurate:
MARK JOHNSON, P.E., Mechanical Engineer and Technical Representave
