About this opportunity
The USDA Agricultural Marketing Service seeks quotations for removal of an existing bale press and delivery and installation of a new full-eject bale press with automated conveyor system at the Memphis Cotton Classing Office, with proposals due May 26, 2026 at 12:00 p.m. CDT. This is a Total Small Business Set-Aside with a 1,250-employee size standard under NAICS 333111.
Place of performance is Memphis, Tennessee, at 3275 Appling Road. The contractor must furnish labor, materials, equipment, permits, insurance, supervision, and transportation to complete removal and installation within six months of award. The bale press box must measure 54 inches by 36 inches with 24-inch bale thickness, process 3,000 pounds per hour of loose cotton, utilize six 10-foot-3-inch steel ties (a mandatory requirement; plastic alternatives are not acceptable), and deliver bales weighing 485 to 515 pounds. The system requires 460-volt 3-phase electrical service, PLC-controlled automatic operation with adjustable hydraulic pressure, powder-coated or industrial-enameled exterior metal surfaces, and OSHA-compliant safety railing. The automated conveyor must include bale weighing capabilities and optional motorized power rollers. The optional scissor lift-tilt table is no longer requested. The contractor must provide manufacturer's representative training within two weeks on up to 10 bales and furnish a minimum one-year full-service warranty covering all parts and labor.
Evaluation criteria include technical approach, pricing, and past performance. Vendors must submit a technical narrative (maximum 10 pages), milestone chart, system documentation, and two to five references from similar projects completed within the past five years. An optional site visit is available; vendors contact Geremy Moore to coordinate attendance. A pre-quote conference was held virtually February 6 at 10:30 a.m. CST. Questions were due January 20. Amendment PA14, effective May 20, removed the scissor lift-tilt table requirement and extended the due date to May 26.
