About this file
This document is a Questions and Answers (Q&A) exhibit from a previous solicitation for a cotton facility baler replacement. The current baler (Continental Air/Serial #1631 24x54) is experiencing multiple operational issues, including frequent breakdowns, hydraulic failures, press wear and tear, jams, and inconsistent bale density. The facility wants to replace the existing baler with a Full Eject Baler and requires additional equipment including a conveyor and lift/tilt table. Key technical specifications include a 460V (3-Phase) 60 hertz electrical service not exceeding 77 full load amps, a floor-mounted control panel located next to the conveyor or baler, and operator-controlled conveyor and lift/tilt table functions. The project timeline aims to complete the replacement before the beginning of September to align with cotton season, though existing manufacturers' lead times are 14-16 weeks.

Exhibit 3 - Questions and Answers Previous Solicitation
NOTE: THE FOLLOWING QUESTIONS AND ANSWERS WERE PROVIDED UNDER
A PREVIOUSLY POSTED SOLICITATION (SOLICITATION 12639525Q0161) FOR
WHICH NO AWARD WAS MADE. THESE QUESTIONS AND ANSWERS REMAIN
RELEVANT TO THE CURRENT SOLICIATION AND ARE PROVIDED FOR
INFORMATIONAL PURPOSES.
Q: What is the make and model of the existing baler currently at the facility?
A: Continental Air/Serial #1631 24x54.
Q: Regarding the existing baler, can we specify the issues the existing baler is experiencing?
While onsite, the lead engineer also mentions wanting to complete this project by the beginning of September before cotton season commences.
We have reached out to multiple Baler manufacturers and the earliest lead times I have received are 14 – 16 weeks.
Could a baler refurbishment be an option to accommodate this time frame?
The existing baler manufacturer is no longer in business but has sold that section of business to a parts and refurbishment business that works on these units.
Please let us know if this is a viable option to provide and pursue further.
A: The baler is constantly breaking-down throughout the cotton season with multiple issues, such as, hydraulic failures, press relate wear and tear, jams and inconsistent bale density. Parts are difficult to locate which causes the press to be down for weeks.
A baler refurbishment is not an option at this time.
Q: Are there photos/drawings available?
A: Yes, photos are included in the solicitation.
Q: Does the conveyor come on when the baler ejects a completed bale? Or does an operator turn on the conveyor(s) from our control panel after a bale has been ejected?
A: We want the conveyor automated, but an operator will need to be present. We want the operator to have control of the conveyor. They will stop and start the conveyor on the eject of the bale.
Q: Does the operator control the function of the lift/tilt table or is this automated?
Or is all this automated and to what degree?
A: The operator would be in control of the lift/tilt table. Using the controls to lift, lower, and tilt 90 degrees to get Bale upright.
Q: Where does the customer want the control panel to be located? Floor mounted next to conveyor? Wall mounted?
A: The preferred location would be floor-mounted next to the conveyor or the Baler.
Q: Electrical Installation - What is the existing service size currently feeding the existing baler? Is it large enough to handle the new baler?
A: It will be the same service size and wouldn’t likely exceed 77 full load amps after adding conveyor and tilt/lift table. It would be a 460V (3-Phase) 60 hertz.
Q: Is there an existing service to power the control panel for the conveyors and lift /tilt table? If so, where is it? If not, who will run this service to our panel from where?
A: Yes, it is located in the Baler room.
Q: Is there existing power outside or existing conduit penetrations through the wall to allow for the conveyor and lift/tilt table outside?
A: Yes.
Q: For this solicitation, I see the existing system is a Continental Air unit—do you have a preferred alternative system in mind for replacing the baler?
A: A Full Eject Baler.
