The Government seeks a single firm-fixed-price award on an all-or-none basis. Evaluation follows Lowest Priced Technically Acceptable (LPTA) methodology, assessing technical feasibility, key personnel qualifications (Site Superintendent and Project Manager with minimum five years' experience), realistic construction schedule, and past performance. Offerors must provide minimum three past performance references from the past three years of similar size and scope, completed pricing schedule in MS Excel format, and SF 1442 with bid bond (minimum 20 percent of proposed price, not exceeding $3,000,000).
