About this file

This is a Design Specifications document for the NCCCWA Fire System Upgrades project located at the National Center for Cool and Cold Water Aquaculture in Kearneysville, West Virginia. The project, under USDA contract 12305B21D0016 task order 12305B24F0185, involves comprehensive fire protection system upgrades and renovations.

The work includes demolition of the existing fire alarm and detection system and installation of a new addressable integrated fire detection and alarm system. A new horizontal split-case fire pump will be installed in the fire pump room alongside the existing pump, with a value line item alternative for replacing the existing pump. The project requires installation of a dry pipe sprinkler system for the outdoor laboratory, wet and dry pipe sprinkler systems, and fire pump installations. All work must comply with extensive safety requirements per EM 385-1-1, including detailed provisions for hazardous energy control, fall protection, electrical work, and confined space entry. The specifications mandate submission of an Accident Prevention Plan, Activity Hazard Analyses, quality control documentation, construction waste management plans, environmental controls, and operation and maintenance data packages. The contractor must provide a qualified superintendent with minimum ten years' experience, an on-site Site Safety and Health Officer, and competent persons for high-risk activities. Work is restricted to regular hours (7 a.m. to 3:30 p.m., Monday-Friday) with special approval required for overtime, and the facility will remain occupied during construction, requiring strict biosecurity protocols in designated tank rooms and fish health labs.
