About this file

This document is a Pre-Bid Request for Information (RFI) Responses package for the Leetown, WV Fire Systems Upgrades project, issued by USDA on May 13, 2026. The RFI responses address 48 questions submitted by potential contractors regarding project scope, technical requirements, and implementation approach for fire suppression and fire alarm system upgrades.

Key project requirements include installation of two fire pumps in N+1 redundancy configuration with the existing pump retained as secondary backup; replacement of the fire pump controller with a same-manufacturer unit to enable lead-lag power interlock; installation of a new dry sprinkler system in Tank Area 131; fire alarm system replacement with hardwired interconnection to existing equipment; and comprehensive disinfection and testing. The contractor must provide a fire pump with 500 gpm capacity at 65 psi rated pressure, implement automatic sequencing to prevent simultaneous pump operation, and maintain service during construction through careful outage planning per IFC and NFPA 241. Critical clarifications confirm that no underground piping changes are included, existing underground conduit and wire should be reused only for small connections under 3 feet, the existing 4-inch fire department connection should be relocated outside the building, and the space in Tank Area 131 is classified as light hazard. The specification requires compliance with NFPA 13, NFPA 20, NFPA 72, and ARS Manual 242.2, with shop drawings and final acceptance tests required before project completion within 240 days. The contractor is responsible for water flow testing and must provide a schedule accommodating long-lead item procurement while the generator has been confirmed capable of supporting dual pump operation.

Leetown, WV Fire Systems Upgrades Pre-Bid RFI Responses 5/13/2026

RFI # Summary Request for information Response By Date

1 How many weldolets need to be replaced? Replace weldolets as required after inspection for each sprinkler and armover/sprig. Contractor will have to warranty install. Adam Paterson 5-May-26

2 Can the contractor cut out leaks, or does the government require entire branch lines to be replaced?

Replace weldolets, as required, after inspection for each sprinkler and armover/sprig. Contractor will have to warranty install. Branchline is connected through couplings. Follow threading and pipe schedule requirements indicated on the FX001. Contractor to evaluate means and methods for required replacement in accordance with construction documents. Adam Paterson 5-May-26

3 Is the security system part of the fire alarm system scope? Security system central reporting system is integrated with fire alarm central reporting in the radionics D9412 panel. Security interface is limited to the panel internal wiring and disconnection and removal of fire alarm wiring. Security must be commissioned as a dedicated security reporting DACT. Fire alarm system reporting must be removed from the Radionics D9412 panel and provided with a new DACT separate from the security system. Both systems must be commissioned by licensed/certified and experienced personnel. Adam Paterson 5-May-26

4 What kind of fire watch does the government require? Follow IFC and NFPA 241 for fire watch criteria along with notes on sheets FA001/ FX001 on outage limitations. Systems must be kept working to the greatest extent possible. Coordinate outages with contracting officer representatives. Adam Paterson 5-May-26

5 Will USDA provide a list of corroded sprigs, arm-overs, and hangers to be replaced, or is quantification the contractor's responsibility?

See fire suppression demolition drawings. Existing sprinklers are indicated on the demolition sheets.

Each sprinkler has an armover/sprig with note 1 or 2. New sprinklers should be installed back into same locations. Provide new hangars as required to conduct work. Adam Paterson 5-May-26

6 What is the maximum number of simultaneous fire alarm or sprinkler zones that can be out of service at one time?

Follow procedures for biocontrol on sprinkler drawings and specifications. Coordinate outages for zones with client. Contractor to determine best sequencing using means and methods on outages. Outages require fire watch and continued overnight outages across the entirety of the two zones are not permitted.

Adam Paterson 5-May-26 7 Is the existing fire pump retained as backup, or removed at project end? Final project will have two fire pumps in N+1 redundancy. Provide schedule of value for replacement of existing fire pump, as alternative. Existing fire pump controller has been shifted to base bid for lead lag power interlock between fire pumps. Adam Paterson 5-May-26

8 Can a temporary bypass be proposed to maintain service while the fire pump is being demolished. Please advise whether use of the bypass will be accepted without requiring a fire watch, or if a fire watch will be required for the duration of the impairment/demolition period

Contractor to determine means and method. Existing fire pump replacement is an option/alternate which should have a schedule of value replacement cost. Baseline fire pump is existing to remain with a second new primary fire pump to be provided adjacent to the existing fire pump. See updated drawings. Bypass to be discussed along with project schedule with USDA and building. Adam Paterson 5-May-26

9 Also, FD112 Note 2 calls for demolition of a 2-inch line , however based on the site walk and page FX102, the existing piping is a 4-inch run. Please confirm that the existing 4-inch line is to be demolished and new pipe is to be installed.

Existing FDC sprinkler pipe is 4" and intended to be existing to remain. Demolish fire department connection and locate fire department connection outside building where fire department can access. See updated drawings. Adam Paterson 5-May-26

10 Detail 2 on FD112 shows removal of a 2 inch pipe. We were unable to locate this pipe during the site walk and the Facility Personnel were not aware of the need to remove a pipe in this area. The route shown for this pipe is the same as the pipe to the FDC. Please clarify what pipe, if any, is to be removed in this area.

Do not demolish the existing 4" fire department sprinkler line in the corridor. The 2" line is shown on as-built drawings as a connection to the inspector test connection which is existing to remain. Demolish the existing fire department connection inside the extended outdoor fish tank area which the fire department cannot access. See revision 1 drawing. Adam Paterson 5-May-26

11 Keynote 1 on FD401 indicates the existing Backflow Preventer is to be reused. Please confirm this is listed for use in the vertical position.

Backflow preventer is 6" Ames 2000SEand is listed for vertical installation.

Adam Paterson 5-May-26

12 Keynote 7 on FD401 states” …retain the fire pump to relocate.” Please confirm this should state ” …retain the fire pump controller to relocate.”

Confirmed. Relocate existing fire pump controller to make room for the new primary fire pump controller. See revision 1 drawing FX401. Adam Paterson 5-May-26

13 See FX102. This shows new Dry System Zone 1-3. Please confirm the Hazard Classification to be used for this room.

The space is filled with tanks of water and was determined to be light hazard. Have your NICET designer qualify and confirm this design sprinkler hazard classification. Adam Paterson 5-May-26

14 FX401 Keynote 6. This mentions a Battery Terminal Cabinet. Electric Fire Pumps do not have batteries. Please clarify.

See revision 1 FX401 note 6. Provide new fire pump controller and connect to existing fire pump.

Coordinate power interlock between two fire pump controllers using native in panel controls. Adam Paterson 5-May-26

15 Spec 211313 Paragraph 1.2.1.1 calls for a Fire Hydrant Flow Test as well as a Fire Pump Test. Generally both tests are not required. Please confirm if just a Fire Pump Test is sufficient.

Provide fire hydrant flow test and fire pump test.

Adam Paterson 5-May-26

16 Spec 211313 Paragraph 1.2.3 references the QCFPE. Does this individual need to be a 3rd party?

Individual does not need to be 3rd party.

Adam Paterson 5-May-26

17 Spec 213000 Paragraph 1.2 is regarding sequencing of the two fire pumps. The existing fire pump controller is not capable of sequencing and will need to be replaced in order to do this. Please confirm if we are to replace the existing controller. It should also be noted that the existing Fire Pump Controller is obsolete and parts are no longer available.

Replace existing fire pump controller with same manufacturer as new fire pump controller to allow for lead lag interface and interlock. See revised specification and FX401.

Adam Paterson 5-May-26 18 Spec 213000 Paragraph 2.4.1.1 calls for all Sch. 40 pipe. Other sections of the spec as well as notes on the drawings allow Sch 10 pipe for sizes 2 ½” and larger. Please clarify which piping can be Sch. 10.

Provide minimum schedule 10 pipe for wet pipe black steel pipe for 2-1/2" and larger. See revised specification.

Adam Paterson 5-May-26 19 Spec 213000 Paragraph 2.5 is regarding Disinfection Materials. Typically this only applies to projects with new underground piping. Please confirm this does not apply to this project.

Follow NFPA 13 criteria for disinfection. No underground pipe changes are included in the project.

Adam Paterson 5-May-26 20 Our fire pump supplier has stated that the wiring arrangement for power to the two fire pumps is not correct. Each needs to have a dedicated supply and they can’t be spliced together. Please evaluate code on this and advise of needed changes.

NFPA 20 and NEC 70 Section 695. The fire pumps can be wired off the same feeder if they each have a controller with fully independent disconnecting means as well as there is an alternate source (generator).

Evelyn Di Savino 5-May-26 21 Due to the extensive work in the fire pump room, the fire pump will be out of service for several weeks, which will leave all of the sprinkler systems unable to deliver sufficient water pressure. This will require around the clock fire watch. Please provide details on the level of fire watch required.

Do not remove the existing fire pump out of service. Plan new connections to limit outages. Follow IFC and NFPA 241 for fire watch criteria along with notes on sheets FA001/ FX001 on outage limitations.

Systems must be kept working to the greatest extent possible. Coordinate outages with contracting officer representatives.

Adam Paterson 5-May-26 22 In order to install the new Dry System in Tank Area 131, we will need to access the roof level to install piping. In addition to the new main pipes shown on FX102, there will be 2 or 3 branch lines that will run the full length of the building. This room is mostly filled with tanks and there isn’t room to walk between the tanks let alone room for a manlift. Some tanks were empty during the site visit. Is it possible for temporary changes in the usage of the tanks be made so that approximately one fourth of the tanks are emptied and temporarily removed to allow for pipe installation? If yes, this would need to happen multiple times until the system installation is complete. If no, please state what can be done temporarily to allow for installation of the new piping.

Ongoing laboratory experiments will not allow for movement of tanks. Plan for scaffolding.

Adam Paterson 5-May-26 23 It was stated during the site visit that an alternate price is to be provided to replace the existing fire pump. This is not shown on the Schedule of Pricing. Please advise if this is to be provided. This pump is severely corroded and should be replaced.

Provide schedule of value for replacement of existing fire pumpas an option/alternative. If alternate is not selected fire pump is existing to remain as secondary backup fire pump. Existing fire pump controller will be disconnected and removed. Provide two new fire pump controlers, one for each fire pump capable of native lead lag power sequence and interlock by same manufacturer. Adam Paterson 5-May-26

24 There are references to ARS Manual 242.1. This document appears to be for project design requirements. As this project is fully designed, please clarify how this applies to the SOW for this project.

Contractor must follow ARS Manual 242.2 criteria in designing both the fire suppression and fire alarm criteria in addition to NFPA 13 and NFPA 72 for contractor provided shop drawings, product data, etc.

Adam Paterson 5-May-26 25 Please confirm whether a Potter fire alarm system is acceptable, assuming it meets all applicable NFPA, UL, and project performance requirements.

Follow design criteria, if Potter meets the criteria listed on construction documents then manufacturer is approved. Adam Paterson 5-May-26

26 If Potter is not acceptable, please identify any required or pre-approved manufacturers or provide the basis for acceptability (e.g., “open protocol,” compatibility with existing campus systems, or required integration platform)

Solo source manufacturer is not approved per CFR. Follow design criteria, if Potter meets the criteria listed on construction documents then manufacturer is approved.

Adam Paterson 5-May-26 27 Do you require this interconnection to be achieved by hard-wired circuits, a listed wireless solution, or are either acceptable as long as the complete system complies with NFPA and the design intent?

Reconnect to existing hardwire copper between panel locations. Provide associate terminations, box, conduit as required by ARS manual 242.1 and NFPA 70.

Adam Paterson 5-May-26 28 If hard-wired interconnection is required, please clarify whether the project scope includes providing and installing new underground raceways and cabling between the affected buildings, or if an existing pathway is to be reused.

No new underground wire expected. Reuse existing underground conduit and wire between panels.

Adam Paterson 5-May-26 29 Reuse existing conduit where its condition is acceptable and it meets current code; and Small reuse of conduit, less than 3 feet, is approved where connecting to existing auxiliary equipment, such as fire suppression monitoring and control and generators. Stand up new fire alarm system and then demolish existing fire alarm system following commissioning of provided fire alarm system.

Adam Paterson 5-May-26 30 Temporarily cross-trip (interconnect) the new and old fire alarm panels, in a code-compliant manner, in order to bring the new system up in sections while reusing existing conduit and wiring as areas are converted?

Contractor to plan out connections to auxiliary equipment with limited outages. Do not reuse existing wire and conduit. Do not plan it reuse existing wire, conduit, ceiling tiles, backboxes, mounts, hangars, etc. Adam Paterson 5-May-26

31 The existing system must still remain active until final cutover, and Existing system to remain active until coordinated interfaces with telephone, fire suppression, generator, etc. Adam Paterson 5-May-26

32 The overall phasing, labor, and material scope will be significantly increased, which may impact the feasibility of the 240-day completion requirement.

Propose a schedule your team can meet and list out critical path items per specification requirements.

Adam Paterson 5-May-26

33 Do you require any monitoring of lab fume hoods (e.g., sash position, exhaust fan status, low airflow, or shutdown status) by the fire alarm system?

Do not shut down dedicated exhaust fans. No fire alarm interface is required.

Adam Paterson 5-May-26

34 If yes, please identify the required points (supervisory/trouble, shutdown interlocks, etc.)

and provide revised drawings/details or a written description of required interfaces.

No interface required with lab hood exhaust fans.

Adam Paterson 5-May-26 35 NFPA requirements generally call for a 2-hour fire-rated fire pump room. During the site visit, the existing Fire Pump Room was observed not to be fully 2-hour rated, specifically:

the block walls are not sealed to the underside of the deck.

IBC 913 and NFPA 20 calls for a 1 hour fire barrier in non-high rise sprinklered buildings, however enclosing the room is not part of the project scope. This will be handled by the building under another project. Provide new penetrations in the CMU wall with the expectation for a 1 hour fire barrier.

Adam Paterson 5-May-26 36 Due to the complexity and safety implications of this high-voltage/generator scope, may the

Government schedule an additional focused site visit specifically for electrical subcontractors to inspect the existing normal and emergency power feeds, generator connections, and routing to the fire pump controller?

Contracting Officer to advise on additional site visit date & time.

Adam Paterson 5-May-26 37 In light of the apparent corrosion and the overall scope of this fire protection upgrade, should the existing 6" DCDA backflow be assumed to be replaced with a new unit rather than reused? If replacement is acceptable or preferred, please confirm that the contractor should base pricing on providing a new 6" DCDA backflow assembly installed per the new arrangement.

Corrosion on backflow preventer is on surface. Internal pipe inspections were conducted and backflow is in working order.

Adam Paterson 5-May-26 38 Please confirm the correct required jockey pump pressure rating and discharge setting. Provide pressure maintenance pump for minimum 10 gpm @ 115 psi. Contractor to determine incoming water supply pressure at fire pump and adjust as required by their design. Adam Paterson 5-May-26 39 Is the new fire pump controller required to also be an ATS-type (with integral automatic transfer switching between normal and emergency power), or is a different configuration acceptable (e.g., separate ATS upstream with a standard fire pump controller)?

Yes. Provide new fire pump with integrated ATS.

Adam Paterson 5-May-26 40 If an ATS-type fire pump controller is required, has the existing generator been evaluated for available capacity to support simultaneous running of the fire pump and any other connected emergency loads, including potential operation of both pumps where applicable? If not, please provide:

Generator has been evaluated and can provide power. Be accurately aware that contractor must program design the two fire pumps to never run at the same time. Electrical wiring must be provided to interlock the two pumps to never draw run power at the same time. The existing fire pump will be come a backup redundant fire pump for the building, second to the new fire pump provided under this project unless alternate is accepted. Adam Paterson 5-May-26

41 Direction on whether the contractor is to assume sufficient generator capacity or include evaluation/upgrade in the scope.

Generator has been evaluated and can provide required power in accordance with NFPA 20, NFPA 37, and NFPA 110.

Adam Paterson 5-May-26 42 The existing solicitation package, as received, does not appear to include a separate set of detailed electrical drawings specifically addressing the high-voltage/generator power work associated with the fire pump controller removal/relocation and other power modifications.

Please confirm whether there are separate electrical drawings for this project. If such drawings exist, can they be issued as an additional attachment to ensure accurate and safe design and pricing of the electrical scope? If no dedicated electrical drawings exist, please clarify whether the contractor is expected to design-build the electrical portion (under performance criteria) and, if so, what design parameters and existing documentation will be provided.

Electrical drawings were included in sheets 23 to 29. Confirm all drawings were included in solicitation package.

Evelyn Di Savino 5-May-26 43 Can the Government clarify whether any waivers or variances to the Buy American / domestic content requirements may be considered for long-lead fire protection equipment (e.g., fire pumps and controllers) where compliant products would jeopardize the 240-day completion period?

No waivers, provide schedule with long lead items indicate for required schedule adjustments.

Adam Paterson 5-May-26 44 Alternatively, can the Government confirm whether the contract completion time (240 days after award) is flexible and subject to adjustment via amendment if documented manufacturer lead times for compliant components exceed that period?

No waivers, provide schedule with long lead items indicate for required schedule adjustments.

Adam Paterson 5-May-26 45 Can the Government provide a current city (or site) water supply flow test (static, residual, and flow at a known demand), or will the contractor be responsible for performing and basing design on a new flow test?

Provide fire pump and fire hydrant water flow tests per FX001 notes.

Adam Paterson 5-May-26 46 Can the Government provide a current city (or site) water supply flow test (static, residual, and flow at a known demand), or will the contractor be responsible for performing and basing design on a new flow test?

Contractor responsible for testing.

47 The solicitation suggests removal of the existing fire pump and possible reuse, but does not clearly state whether:

• The existing pump is to be fully overhauled and reinstalled,

• Evaluated and reused “as is” if acceptable, or

• Replaced entirely with a new pump.

Existing fire pump to remain. Provide new fire pump controller for existing fire pump. Se revised drawings.

Adam Paterson 5-May-26 48 Due to project complexities, such as lab scheduling and access, tank protection measures, overhead work with overhead obstacles and lab access requirements, such showering out, we assess the current prescribed Period of Performance will be difficult and perhaps unattainable.

Propose a schedule your team can meet and list out critical path items per specification requirements.
