About this opportunity
The USDA Forest Service seeks quotations for the Mitchell Jackson Integrated Restoration and Stewardship Complex (IRSC) project on the Kootenai National Forest, Libby Ranger District, Montana, with the proposal due date extended to August 19. This acquisition is a Total Small Business Set-Aside restricted to small business concerns with a 500-employee size standard under NAICS 113310.
Place of performance is Libby, Montana. The project spans two subdivisions (Area 56 and Powerhouse) covering approximately 2,153 acres across a performance period of June 15, 2027 through October 15, 2032. Work encompasses timber harvest and removal of an estimated 122,631 tons of sawtimber and 6,003 tons of non-sawtimber products; road construction and reconstruction totaling approximately 6.97 to 19.75 miles; road maintenance across 66.41 miles; timber stand improvement on approximately 1,300 acres including pre-commercial thinning and pruning; reforestation of 1,039 acres; site preparation on 451 acres; fuels treatment across 3,713 acres; and noxious weed treatment on 250 acres. The project aims to modify forest fuel conditions to reduce wildland fire intensity and mitigate exposure risks associated with Libby Amphibole Asbestos in adjacent Operable Unit 3.
The estimated price magnitude for mandatory road reconstruction work is between $1.6 million and $2.2 million. A 20 percent bid guarantee is required. Davis-Bacon and Service Contract Act prevailing wage rates apply. Contractors must pay a co-op deposit of $1.22 per ton for native seed collection and lump sum deposits for slash disposal activities. All timber removed must be delivered to domestic processing facilities. Proposals are submitted via email to Mark Phillipp (mark.phillipp@usda.gov) and Matt Daigle (matthew.daigle@usda.gov). Evaluation criteria include technical approach (work activity plan, quality control plan, methods, equipment, and key personnel), relevant past performance, and utilization of local workforces and community benefit, with technical factors weighted as significantly more important than cost. A pre-proposal conference was held on July 22 with conference notes and question responses provided in Amendment 002. Amendments 005 and 006, issued August 10 and 12 respectively, replaced the Schedule of Items with corrected line-item quantities and specifications.
