About this file
This is Amendment 0002 to solicitation 12363N26Q4189, issued by the USDA Forest Service Stewardship Contracting Branch on July 1, 2026, for the Mitchell Jackson Integrated Resource Service Contract (IRSC) at Kootenai National Forest Supervisors Office. The amendment shares pre-proposal conference notes and answers to questions received. Quotes and proposals are due August 10, 2026, with no extensions anticipated. The period of performance is June 15, 2027, through October 15, 2032. All questions must be directed to Matt Daigle, the Contract Specialist.
This is a total small business set-aside requiring a small business prime contractor with at least 50% of work completed by the small business prime or similarly situated small business. The contract encompasses two distinct road packages: Area 56 in Tub Gulch/Michaels Draw with new road construction, and Powerhouse in Alexander Creek drainage with typical timber sale road package without new construction. Key requirements include extensive construction activities with mass haul operations, site-specific staking with 1-meter GPS accuracy (apps like onX or Avenza acceptable), and preparation for rock encounters without additional compensation. The normal operating season is June 15 through October 15 annually. Timber removed may be delivered to any accepting outlet, not limited to small business mills. The pre-proposal conference identified considerations for Mass Haul drawings, rock hammer/blasting needs, and government-provided Trimble GPS receiver availability with associated subscription costs.

Discussion Topics:
Extensive requirements for construction. How to interpret a Mass Haul drawing was explained, showing how to determine from diagrams that truck haul would be likely to balance cut and fill, there should not be considerable side-casting of material. Two example diagrams from the plans were reviewed, one that showed lack of material at the beginning of the template that would need to be hauled from cuts further down the road, and one that showed the major cut and fill adjacent to each other where haul would likely not be needed.
Rock will be found once excavation starts, be prepared to encounter it. No additional compensation will be made for encountering rock once work starts, a site visit to assess conditions is imperative from interested offerors. More rock can be expected to be found on the upper third of the contract area than on the lower third of the contract elevations. Recommendation made to plan for a rock hammer or blasting as necessary.
Staking that is required per the road plans does not require a surveyor to complete, this can be accomplished with apps like onX or Avenza. 1 meter accuracy is required; this may require an external GPS receiver to obtain. The Government has an external Trimble GPS receiver to assist with this that may be used by the awardee, however there is an associated subscription cost that would be required.
Integrated Resource Service Contracts (IRSCs) are similar to standard timber sale contracts except for the scope of the road package and inclusion of additional post-harvest service activities. There are two distinct road packages within this solicitation. Area 56 in the Tub Gulch/Michaels Draw area has the more complicated package with new road construction, while Powerhouse in the Alexander Creek drainage is a typical Timber Sale road package with no new construction.
Questions:
Q1. Can a large business, or other than small business, be the prime contractor?
A1. No, this solicitation is a total small business set aside. A Small Business must be the prime contractor, and at least 50% of the work must be completed by the Small Business prime or similarly situated small business. A similarly situated small business is defined as: (1) Has the same small business program status as that which qualified the prime contractor for the award (e.g., for a small business set-aside contract, any small business concern, without regard to its socioeconomic status); and (2) Is considered small for the size standard under the North American Industry Classification System (NAICS) code the prime contractor assigned to the subcontract. Refer to FAR 52.219-14 for more information.
Q2. Does timber removed under this IRSC have to be delivered to a Small Business mill?
A2. No, timber removed under this IRSC does not have to be delivered to a small business mill. It can be delivered to any accepting outlet.
Q3. What are the timing restrictions in the area?
A3. There are no stated timing restrictions in the solicitation, the normal operating season is June 15 through October 15 annually. Plan for being snowed out by October or November, there have been open years, but there is no guarantee.
