About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is procuring comprehensive training support services for the Mission Command Training Program (MCTP) through a cost-plus-fixed-fee contract. The contractor will provide technical and operational support for military training exercises, primarily Warfighter Exercises (WFXs) and Army Service Component Command exercises, including scenario design, simulation support, exercise planning and execution, technical simulation management, and comprehensive training environment replication across multiple domains. Key requirements include providing full-time personnel with extensive military backgrounds and security clearances to support five multi-echelon Warfighter Exercises annually covering corps and division formations. The government has notably removed the previous requirement for software development from this procurement. Evaluation will focus on technical approach, staffing and management capabilities, small business participation, and past performance, with proposals due September 8, 2025 at 10:00 AM EDT and past performance questionnaires due September 5, 2025 at 10:00 AM EDT.
This solicitation does not utilize any set-aside designations and includes a minimum 20% small business participation requirement. The contract structure includes a 90-day phase-in period followed by a 9-month base period with six one-year option periods, potentially extending the total contract performance through 2034. Primary performance will occur at Fort Leavenworth, Kansas, with additional work at various military installations in the United States and international locations including Germany, Poland, Australia, Canada, Korea, France, Kuwait, Japan, Jordan, Italy, Thailand, and England. Personnel must obtain appropriate security clearances including access to Sensitive Compartmented Information (SCI) and will work with sophisticated simulation systems like WARSIM to replicate complex multi-domain operational scenarios. The contract requires extensive technical infrastructure support, database management, and the ability to conduct comprehensive after-action reports and assessments across multiple training sites and exercise participants.
