1. Exercise distributed mission command of the Corps across the Atlantic, consisting of the MAIN, TAC, and SACP, and subordinate units both CONUS and in Europe; plan and synchronize transitions and maintain mission command through deliberate handover between each command node in a degraded communications environment to include displacement of the command posts [TAC and MCP]; validate C4ISR architecture; empower subordinate commanders to execute disciplined initiative through clear and concise commanders intent, planning guidance, and the orders process.

2. Define the fight at echelon and exercise staff processes that enable disciplined initiative and the synchronization of all WfFs across all domains, including space. This is accomplished through effective use of the Operations Process to support the commander’s ability to understand, visualize, describe, direct, lead, and assess. This exercise will provide a validation of battle drills in the management of dynamic and deliberate operations and intelligence processes enabled through joint capabilities (Air, SOF, Space, Cyber, Maritime shaping capabilities) requested thru the JFLCC.

3. Through the targeting process, deliver, integrate, and synchronize multi-domain lethal and non-lethal effects in order to shape the division’s close fight and enable decisive maneuver. Plan, coordinate, and synchronize combined kinetic and non-kinetic fires to shape the deep fight, and develop a collection plan to enable this effort; maximizing the whole-of-theater intelligence enterprise and exploiting enemy vulnerabilities.

4. Plan and direct operational sustainment and protection activities, to include medical, to extend the Corps’ operational reach, sustain operational tempo, and prevent the enemy’s ability to disrupt friendly operations.

5. Plan and direct mobility and countermobility tasks to enable offensive and defensive operations.

Purpose: Prepare V Corps to deploy, fight in Multi-Domain Large Scale Ground Combat in a multinational environment, and win in support of National Military Objectives against a peer or near-peer threat in support of EUCOM combatant commander requirements.

V Corps WFX 28-3 Training Objectives

CDR Endstate: V Corps successfully deploys, executes the Warfighter, and redeploys from European Theater of operations. V Corps staff is proficient in the operations process and prepared to fight and win in a multinational environment against a peer or near-peer threat.

Mission Statement

NLT 5 February 2028 MCTP, in conjunction with allied partners, executes WFX 28-3 for nine training audiences at Grafenwöhr, GE , three training audiences at Fort Riley, Kansas, and three training audiences at Fort Stewart, GA in order to facilitate training of participating unit commanders, staffs, and leaders on mission command in large scale combat operations.

Expanded Purpose. MCTP assists training audiences achieve training objectives to assist the Chief of Staff of the Army to ensure the readiness of the force to fight and win in large scale combat within multi-domain operations.

Key Tasks.

• Assist training objective accomplishment through scenario stimulation, OC/T feedback in execution, and professional AARs.

• Retain core Warfighter experience within the Baltic scenario.

• Protect training objectives of CTCs during CTC integration.

• Use the Mission Partner Environment C2 Network

• Employ MDO capabilities to facilitate Army force development.

• Challenge training audiences to the maximum extent possible while ensuring the achievement of training objectives.

Endstate. WFX 28-3 conducted to the FORSCOM standard with unit training objectives achieved. Army units are ready to fight and win in multi-domain operations with MCTP recorded lessons learned shared across the Army.

MCTP team members safely deployed and redeployed.

Shipping Scenario:

1. Plan Shipping for WFX 28-3.

2. Plan for Customs and International Traffic in Arms Regulations (ITAR) requirements.

3. Ensure equipment meets set-up (Exercise Time-line).

4. Ship all required Technical and Operations equipment as needed.

5. Inventory all required equipment to always ensure 100% accountability.

6. Return Shipment to FT. Leavenworth Kansas and ensure all equipment is accounted for.

7. CONUS to CONUS shipping time is roughly 10 days.

8. CONUS to OCONUS is roughly 15 Days.
