About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis is seeking contractors for the Mission Command Training Program (MCTP), which provides combat training and education services. This RFP Amendment 4 clarifies submission requirements for labor rate data in Excel format while prohibiting separate workbooks for fringe and indirect cost calculations, requiring instead the use of indirect rate worksheet templates within Attachment 11. The procurement involves comprehensive training services including simulation control planning, exercise development, after-action reviews, and various contractor deliverables such as training certification programs, phase-in/phase-out plans, and quality control documentation. The government has updated several key attachments including the past performance questionnaire, submission instructions, and sample exercise calendars extending through FY2033 and FY2034. Proposals are due no later than September 15, 2025 at 10:00 AM EDT, with past performance questionnaires due by September 12, 2025 at 10:00 AM EDT, and the government has increased the maximum single attachment size to 15 megabytes while requiring CUI submissions via email.

This solicitation operates under NAICS code 611699 (All Other Miscellaneous Schools and Instruction) and PSC code U013 (Education/Training-Combat) with no set-aside designation, making it available to all eligible contractors. The contract will be performed at Fort Leavenworth, Kansas, specifically at 881 McClellan Avenue, and involves supporting warfighter exercises and mission command training operations. The extensive documentation package includes 19 Contract Data Requirements Lists (CDRLs) covering everything from progress reports and cost tracking to simulation control plans and training materials. The procurement encompasses both BLUEFOR and OPFOR simulation activities, exercise planning and execution, contractor training and certification programs, and comprehensive support for Army training operations. While specific contract values are not disclosed in the amendment, the scope suggests a substantial multi-year training support contract given the inclusion of sample calendars extending through fiscal years 2033 and 2034.

Notice text

The Government wishes to clarify the following: The Government permits offerors to submit supporting data for labor rates in an Excel file format. The Government does not permit offerors to submit historical and budgetary data supporting Fringe and indirect cost rate calculations in a separate workbook as an attachment to the Cost Volume, instead of completing the indirect rate worksheet templates within Attachment 11. The BLUEFOR Simulation Control Plan and Exercise Strength Manning and Equipping Document are not included in the page count as revised in Attachment 12 Section L page 9. Note revised proposal submission instructions in Attachment 12 Section L page 5 and page 12 including utilizing email for any CUI submissions and increasing the size of any single attachment to not exceed 15 megabytes. See updated Attachment 14 Sample Exercise Calendar for inclusion of FY2033 and FY2034 sample exercise schedules.

See all RFP attachments reposted for clarity and note the updates to Attachment 3 Past Performance Questionnaire, Attachment 12 Section L, Attachment 14 MCTP Sample Exercise Calendar, Attachment 15 MCTP Industry Questions and Answers, and the W91QF425RA008 amendment (W91QF425RA0080004) extending the proposal due date to NLT 15 September 2025 at 10:00AM EDT and the past performance questionnaire due date to NLT 12 September 2025 at 10:00AM EDT.
