MCTP SCP Business Rules: Terms of Reference (1 of 5) ARCHER – Archival and Retrieval System. System of systems used to retrieve WARSIM data in determining results of actions or status of units (BALLISTA and ARROW) during the WFX. Display tool to capture current or past actions during the WFX (CROSSHAIR). Intranet collaboration system used to share files in building AARs

BUILDING LAYOUT – Product showing the space allocation for OGs, Response Cells/Work Cells (RC/WCs), and exercise supporting agencies. Can also consist of buildings to assign unit locations (i.e., FTIG and CAIN)

BSWS – Battle Space Work Station. System used by unit role players to execute missions and task units within WARSIM during the WFX

CEIS – CENTRIX Exercise Information System (ECC equivalent with fewer capabilities). Capabilities limited to MS Office, exercise email and MCTP SharePoint operating on the KTEN network

CENTRIX-K – Multinational Classified Network restricted to the PACOM AOR with a maximum classification of REL KOR. Network capabilities are Training Audience SharePoint portals and all MCiS

CIC – Command Information Center. Main briefing room at an exercise site for ECG decision boards and VIP briefings. Typically serves as one of the main AAR rooms

DST – Digital Support Team. Tech team responsible for the MC Information Systems (MCIS) and server for CPOFs and other MCIS supporting MCTP OGs

DMA – Digital Management Analyst. CPCE operator that supports OG to data mine unit products and information for OC/Ts and WFF analysts to prepare AAR and other training products

DVT – Digital Visualization Team. Sub-element of Tech Support Team and manages the ARCHER, V3D and CIC teams. This team provides visualization and analytical tools available to OPSGRPs to visualize the simulation

ECC (EC) – Exercise Control Client. Digital Support Team (DST) provided system that allows participants to connect to the MCTP exercise portal. Also provides access to SIPR (E/S) with a CAC reader and JADOCs (E/J) for monitoring air and fire missions

ECG – Exercise Control Group. See TRADOC Reg 350-50-3 for further description ELC – Exercise Life Cycle

MCTP SCP Business Rules: Terms of Reference (2 of 5) ERC – Enhanced Response Cell. Similar to work cells, with command post external to the MTC. Not partnered with an MCTP OC/T team or a HQ-SME. Subject to change as directed by MCTP or FORSCOM Equipment Count Spreadsheet – Product included in the final SCP to show system counts by single room and rolled up by facility and site. Supports coordination for additional equipment or shipping requirements EXCON – Exercise Control. See TRADOC Reg 350-50-3 for further description Exercise Planning LOI – The main planning document for all contractor personnel supporting Mission

Command Training Program (MCTP) during the planning and execution of warfighter exercises (WFXs). Refer to NGSC Lead Exercise Point of Contact (POC) Standard Operating Procedure (SOP) for further details

Final SCP – Chief Information Officer (CIO) approved SCP consisting of the room builds and equipment count spreadsheets, packaged for the commander’s signature. Submitted to government as final part of CDRL A-10

FST – Forward Support Team. Tech team responsible for the WARSIM systems and the Exercise Control Clients (ECC)

HICOM – Higher Command. Unit replicating the next higher headquarters of the WFX participants (i.e. senior training audience(s), response cells, etc.). Typically three types in a WFX: Maneuver, Sustainment and SOF

HQE – Highly Qualified Expert. Air Force term for Air Force SM. Normally mentors corps and Division Tas HST – Headquarters Support Team. Formerly PLEX.

IAD – Information Advantage Division. Formerly Information Warfare Division (IWD). Sub-element of SEG ICE – Intelligence Coordination Element Icon / Symbol – Interchangeable term used for a shape in the Visio Stencil and placed onto the room template provide by the site lead Initial SCP – SCP produced following the MEP consisting of room builds only for all sites submitted to the government as Contract Deliverable A-10 (CDRL A-10) KTEN – Korean Training and Exercise Network LOGFED – Logistics Federation. Platform connected with WARSIM to track and control logistics within the

WFX

An economy of force response cell manned by Army support contractors and augmented by tasked unit Soldiers to replicate adjacent and non-training audience units MOA – Memorandum of Agreement: provides all the life support sourcing requirements from each MTC, hosting installation/unit, and participating units MPE – Mission Partner Environment. SEC REL network architecture that enables the Army, with the Joint

Forces and our coalition MPs, access to a shared information environment that supports required planning, training, and the conduct of operations during an exercise

MTC – Mission Training Complex/Center: location of all planning events and WFX execution site MUSE – Multiple Unified Simulation Environment. Systems used to control UAVs and provide Full Motion

Video (FMV) within WARSIM Plasma TV (Large) – Plasma/LCD TVs > 46” Plasma TV (Small) – Plasma/LCD TVs < 46” RC – Response Cell. Replicates Division and Corps subordinate formations that cross talk and plan with training audiences Revised SCP – Updated Initial Draft SCP (room builds only) based on changes from training audiences or

OGs during the ELC. Subsequent changes presented during the SCP WG and the SCP DB. Not a CDRL submitted to the Govt

SCP – Simulations Control Plan. Provides the layout of each mission training complex (MTC) with a room build/layout of all participant room assignments and equipment locations

SCP Azimuth Check – As required by SCP leads, a coordination meeting to discuss and review SCP issues internal to all exercise stakeholders. Conducted post-MEP or post-FEP prior to the SCP Working Group (WG)

SCP Decision Board (DB) – A meeting to obtain MCTP CIO approval of the WFX SCP before sending to the commander for signature

MCTP SCP Business Rules: Terms of Reference (4 of 5) SCP Lead Coordinator – The contractor from the PM shop located in S-37 overall responsible for managing exercise deliverables through Ops Manager and COR. Works with site lead POCs to meet suspense’s IAW Exercise Planning LOI. Manages all site VISIO templates, stencils, business rules, equipment lists, and icons.

SCP Working Group (WG) – A meeting to review the WFX SCP room builds with military representatives to analyze, coordinate and determine recommendations before the CIO SCP Decision Board (DB)

SEG – Strategic Effects Group. MCTP Operations Group encompassing Special Operations Forces (SOF), Information Advantage Division (IAD), and Unified Action Partners (UAP)

Site Lead POC – The contractor from the lead OG responsible for managing site exercise deliverables through NGSC PM SCP Lead, Ops Manager and COR. Works with SCP lead coordinator to meet planning suspense’s IAW CDRL A-10 and Exercise Planning LOI

Site-Provided Equipment (Fixed) – Equipment mounted to ceilings, walls or floors. Shaded Medium Grey in the SCP, and not counted on the equipment count spreadsheets

Site-Provided Equipment – Equipment coordinated with the site facility to use during the exercise. No special shading on SCP, and counted on the equipment count spreadsheets

SDD – Scenario Design Division. See TRADOC Reg 350-50-3 for further description Site Lead POC – The contractor from the lead OG responsible for managing all site deliverables to the exercise lead POC Site – Location where MCTP conducts WFX or ASCC exercise. Normal WFX consists of one main and a secondary site. Potential for an additional secondary site (HICOM only). One OG is designated as SCP lead for each site

SM – Senior Mentor (Retired General Officer): Provides mentorship to the HICOM and the Training Audience

(TA)

Square Foot Estimator – Tool used during exercise planning to determine square foot requirements by site Sustainment Control – Sub-element of HST. Directs and controls all elements of Sustainment before and during a WFX, including Logistics, Human Resources, and Medical

MCTP SCP Business Rules: Terms of Reference (5 of 5) TST – Tech Support Team. The team responsible for managing technical systems MCTP uses to conduct exercises. Consists of DST, FST, ARCHER, DVR, CIC, and V3D teams TST POC – Designated individual leading the TST at each site and is the start point for all inquiries about anything involving the simulation or technical systems UAP – Unified Action Partners. Sub-element of SEG replicating those military forces, governmental and nongovernmental organizations, and elements of the private sector with which Army forces plan, coordinate, synchronize, and integrate during the conduct of operations. The U.S. Interagency is a subset of UAP. Also includes "Interagency, Intergovernmental and Multinational" (IIM)

VIP – Senior person that visits an exercise site (not a participant) that may or may not require a separate office / work space

V3D – Virtual three-dimensional Map Visualization System. System MCTP uses to monitor actions during the WFX in near-real time. Able to replay events and create video clips from the simulation for OG use during AARs

Visio Stencil – The product that contains the icons / symbols developers use to build their rooms for the SCP.

OG-C is responsible for maintaining the MCTP Visio Stencil and posting onto the MCTP NGSC SharePoint page. The exercise lead provides the current version to all OGs during the MEP to build the WFX SCP

VTC (Desktop) – All-in-One System; Codec, Camera, Speaker, Mic and Monitor (24”) are all in one system.

Used for smaller groups

VTC (Large) – All components are external to the Codec; Camera(s), Speaker(s), Mic(s) and Video Endpoint(s) are all connected to the Codec and can be placed where required. Used for larger groups

WARC – White Air Response Cell. A response cell representing Air Force assets WARSIM – Warfighter Simulation. A corps-level battle simulation designed to support the training of unit headquarters and command posts WFX – Warfighter Exercise (See the WFX101 brief for latest description)

MCTP SCP Business Rules: SCP 101 – Getting Started General Reminders to Set the Conditions Updated Visio stencils posted NLT IPE for the first exercise of the next FY (o/a 1 Mar) Site survey (SS) and room allocation is initial activity for building SCP (normally conducted prior to the IPE).

Avoid building rooms until after the site survey and director of operations approves room allocation Develop building layout slide for director of operations approval during the IPE and FPE, as necessary.

Presented as part of the IPE and FPE out briefs Site lead POCs or designated representative thru SCP Lead Coordinator constructs Visio templates based on SS results and provides to the other OGs or teams going to the same location following the IPE.

Visio shell with all rooms to build reflecting measurements Current stencil to ensure SCP POC is using correct version Equipment count spreadsheet with tabs labeled for each room to count (Be sure to add additional sheets between the “first room” and “last room” tabs in the workbook that has formulas already entered on the “roll-up” tab)

Building layout slide showing the current approved room allocation SCP Lead Coordinator (S-37) provides SCP Plan-to-Plan (schedule for product due dates) and in what format site leads should provide files Exercise lead POC and SCP Lead Coordinator are only individuals authorized to adjust SCP CDRL timeline with the COR and CIO

MCTP SCP Business Rules: SCP 102 – Building the SCP (1 of 3) General SCP Development Guidelines Use the Visio room templates the site lead provides post-Site Survey. Do not use old files / rooms may not be the correct size, scale or correct stencil version Visio Drawing Scale. Ensure to select Architectural 1/8” = 1’ 0” Visio Drawing Scale in the Page Setup for each sheet. Right-click on the sheet tab Use the current stencil the SCP lead provides in the WFX TEAMS page under SCP link or at the IPE Don't copy and paste old icons from previous room builds. Drag and drop icons from the current stencil.

Always start from the fresh template the site lead provides Minimize the mixture of classified and unclassified systems / icons in order to help with the reduction of cable separation challenges. When possible, consolidate unclassified systems to ends of tables or on a separate group of tables

Don't overlap icons so they are difficult to read. Align and space for ease in reading icon Update room templates / shells with fixed or site-provided equipment discovered during the site survey Orient icons on drawings in the same orientation as the room on the slide. Except you may orient projectors, plasmas, VTCs, and AV cameras as they are used in the room (Refer to SCP Drawing Guidelines) Shade all fixed equipment (tables, projectors, plasmas, etc.) medium gray (R: 191, G: 191, B: 191) and do not count on the spreadsheet Use the current spreadsheet the site lead provides with room template for equipment counts If you need a non-standard low density piece of equipment, coordinate with responsible agency (e.g.

Commo) before submitting your builds (i.e. Spider VOIP for a conference room, not the CIC; desktop VTC, other than dedicated location; etc.)

Title each Visio page in a large, readable font labeling the exercise, site location, training unit, building number, room number, room purpose, and organization responsible for room build (e.g., First Line: WFX ##-#, SITE, UNIT; Second Line: Bldg ###, Rm ###, Room Purpose (OG-@)

2. Show collapsed folding wall when room is open

3. Orient system icons upright on the page, even if this does not reflect how you place the equipment on the table

4. Align chairs and place them half-way under the table

5. Place folding wall symbol over solid room wall

6. Locate copier outside room build to show installed in hallway

7. For position labels, use Arial bold 6 or 8-pt font

8. Add MCTP-provided VTC to drawing not using fixed site-provided VTC
