About this file
This document is Section L - Instructions, Conditions, and Notices to Offerors or Quoters for the Mission Command Training Program (MCTP) RFP. The solicitation requires offerors to submit a comprehensive proposal consisting of six volumes: General, Cost, Technical, Staffing and Management Plan, Small Business Participation Plan, and Past Performance. Key submission requirements include electronic submission via email by 12 May 2025, with strict formatting guidelines such as page limits, file type restrictions, and specific content requirements for each volume.
The proposal evaluation will focus on technical approach, staffing and management capabilities, small business participation, and past performance. The government seeks a cost-reimbursable contract with a minimum 20% small business participation requirement. Offerors must provide detailed documentation including organizational charts, key personnel commitments, small business subcontracting plans, and past performance references. The solicitation emphasizes the need for a comprehensive, well-structured proposal that demonstrates the offeror's understanding of the Mission Command Training Program's requirements, with a focus on exercise support, technical capabilities, and effective management strategies.

52.215-1 ALT I INSTRUCTIONS TO OFFERORS--COMPETITIVE ACQUISITION (NOV 2021) Alternate
I (OCT 1997)
(a) Definitions. As used in this provision--
“Discussions” are negotiations that occur after establishment of the competitive range that may, at the Contracting O icer's discretion, result in the O eror being allowed to revise its proposal.
“In writing or written” means any worded or numbered expression which can be read, reproduced, and later communicated, and includes electronically transmitted and stored information.
“Proposal modification” is a change made to a proposal before the Solicitation's closing date and time, or made in response to an amendment, or made to correct a mistake at any time before award.
“Proposal revision” is a change to a proposal made after the Solicitation closing date, at the request of or as allowed by a Contracting O icer as the result of negotiations.
“Time”, if stated as a number of days, is calculated using calendar days, unless otherwise specified, and will include Saturdays, Sundays, and legal holidays. However, if the last day falls on a Saturday, Sunday, or legal holiday, then the period shall include the next working day.
(b) Amendments to Solicitations. If this Solicitation is amended, all terms and conditions that are not amended remain unchanged. O erors shall acknowledge receipt of any amendment to this Solicitation by the date and time specified in the amendment(s).
(c) Submission, modification, revision, and withdrawal of proposals. (1) Unless other methods (e.g., electronic commerce or facsimile) are permitted in the Solicitation, proposals and modifications to proposals shall be submitted in paper media in sealed envelopes or packages (i) addressed to the o ice specified in the Solicitation, and (ii) showing the time and date specified for receipt, the Solicitation number, and the name and address of the O eror. O erors using commercial carriers should ensure that the proposal is marked on the outermost wrapper with the information in paragraphs (c)(1)(i) and (c)(1)(ii) of this provision.
(2) The first page of the proposal must show--
(i) The Solicitation number;
(ii) The name, address, and telephone and facsimile numbers of the O eror (and electronic address if available);
(iii) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the Solicitation and agreement to furnish any or all items upon which prices are o ered at the price set opposite each item;
(iv) Names, titles, and telephone and facsimile numbers (and electronic addresses if available) of persons authorized to negotiate on the O eror's behalf with the Government in connection with this Solicitation; and
(v) Name, title, and signature of person authorized to sign the proposal. Proposals signed by an agent shall be accompanied by evidence of that agent's authority unless that evidence has been previously furnished to the issuing o ice.
(3) Submission, modification, or revision, of proposals.
(i) O erors are responsible for submitting proposals, and any modifications, or revisions, so as to reach the Government o ice designated in the Solicitation by the time specified in the Solicitation.
If no time is specified in the Solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government o ice on the date that proposal or revision is due.
(ii)(A) Any proposal, modification, or revision received at the Government o ice designated in the Solicitation after the exact time specified for receipt of o ers is “late” and will not be considered unless it is received before award is made, the Contracting O icer determines that accepting the late o er would not unduly delay the acquisition; and--
(1) If it was transmitted through an electronic commerce method authorized by the Solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m.
one working day prior to the date specified for receipt of proposals; or
(2) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of o ers and was under the Government's control prior to the time set for receipt of o ers; or
(3) It is the only proposal received.
(B) However, a late modification of an otherwise successful proposal that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(iii) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the proposal wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(iv) If an emergency or unanticipated event interrupts normal Government processes so that proposals cannot be received at the o ice designated for receipt of proposals by the exact time specified in the Solicitation, and urgent Government requirements preclude amendment of the Solicitation, the time specified for receipt of proposals will be deemed to be extended to the same time of day specified in the Solicitation on the first work day on which normal Government processes resume.
(v) Proposals may be withdrawn by written notice received at any time before award. Oral proposals in response to oral Solicitations may be withdrawn orally. If the Solicitation authorizes facsimile proposals, proposals may be withdrawn via facsimile received at any time before award, subject to the conditions specified in the provision at 52.215-5, Facsimile Proposals. Proposals may be withdrawn in person by an O eror or an authorized representative, if the identity of the person requesting withdrawal is established and the person signs a receipt for the proposal before award.
(4) Unless otherwise specified in the Solicitation, the O eror may propose to provide any item or combination of items.
(5) O erors shall submit proposals in response to this Solicitation in English, unless otherwise permitted by the Solicitation, and in U.S. dollars, unless the provision at FAR 52.225-17, Evaluation of Foreign Currency O ers, is included in the Solicitation.
(6) O erors may submit modifications to their proposals at any time before the Solicitation closing date and time, and may submit modifications in response to an amendment, or to correct a mistake at any time before award.
(7) O erors may submit revised proposals only if requested or allowed by the Contracting O icer.
(8) Proposals may be withdrawn at any time before award. Withdrawals are e ective upon receipt of notice by the Contracting O icer.
(d) O er expiration date. Proposals in response to this Solicitation will be valid for the number of days specified on the Solicitation cover sheet (unless a di erent period is proposed by the O eror).
(e) Restriction on disclosure and use of data. O erors that include in their proposals data that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, shall--
(1) Mark the title page with the following legend: This proposal includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed--in whole or in part--for any purpose other than to evaluate this proposal. If, however, a contract is awarded to this O eror as a result of--or in connection with-- the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract.
This restriction does not limit the Government's right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets [insert numbers or other identification of sheets]; and
(2) Mark each sheet of data it wishes to restrict with the following legend: Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal.
(f) Contract award. (1) The Government intends to award a contract or contracts resulting from this Solicitation to the responsible O eror(s) whose proposal(s) represents the best value after evaluation in accordance with the factors and subfactors in the Solicitation.
(2) The Government may reject any or all proposals if such action is in the Government's interest.
(3) The Government may waive informalities and minor irregularities in proposals received.
(4) The Government intends to evaluate proposals and award a contract after conducting discussions with o erors whose proposals have been determined to be within the competitive range. If the Contracting O icer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an e icient competition can be conducted, the Contracting O icer may limit the number of proposals in the competitive range to the greatest number that will permit an e icient competition among the most highly rated proposals. Therefore, the o eror's initial proposal should contain the o eror's best terms from a price and technical standpoint.
(5) The Government reserves the right to make an award on any item for a quantity less than the quantity o ered, at the unit cost or prices o ered, unless the O eror specifies otherwise in the proposal.
(6) The Government reserves the right to make multiple awards if, after considering the additional administrative costs, it is in the Government's best interest to do so.
(7) Exchanges with O erors after receipt of a proposal do not constitute a rejection or countero er by the Government.
(8) The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items or subline items. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting O icer determines that the lack of balance poses an unacceptable risk to the Government.
(9) If a cost realism analysis is performed, cost realism may be considered by the source selection authority in evaluating performance or schedule risk.
(10) A written award or acceptance of proposal mailed or otherwise furnished to the successful O eror within the time specified in the proposal shall result in a binding contract without further action by either party.
(11) If a post-award debriefing is given to requesting O erors, the Government shall disclose the following information, if applicable:
(i) The agency's evaluation of the significant weak or deficient factors in the debriefed O eror's o er.
(ii) The overall evaluated cost or price and technical rating of the successful and the debriefed O eror and past performance information on the debriefed O eror.
(iii) The overall ranking of all O erors, when any ranking was developed by the agency during source selection.
(iv) A summary of the rationale for award.
(v) For acquisitions of commercial items, the make and model of the item to be delivered by the successful O eror.
(vi) Reasonable responses to relevant questions posed by the debriefed O eror as to whether source-selection procedures set forth in the Solicitation, applicable regulations, and other applicable authorities were followed by the agency.

1. The selection of a source for award purposes will be conducted utilizing formal source selection (negotiated) procedures as delineated in FAR Subpart 15.3. Offers will be evaluated using the criteria under Section M, “Factors to be Evaluated.”
Noncompliance with the Request for Proposal (RFP) requirements may hamper the Government's ability to properly evaluate the proposal and may result in elimination of the proposal from further consideration for contract award.
2. The Offer. The submission of the documentation specified below will constitute the Offeror's acceptance of the terms and conditions of the RFP, concurrence with the Performance Work Statement (PWS), and the proposed contract type. The period during which the Government may accept the contractor’s offer is 180 calendar days from the date specified for receipt of offers, unless the offeror formally withdraws its offer in writing to the contracting officer. Should the Government open discussions, the acceptance period may be extended.
3. The Government intends to conduct discussions in accordance with DFARS 215.306(c)(1). The Offeror’s initial proposal should contain the Offeror’s best terms from a cost and technical standpoint. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Upon completion of discussions, the Government will request that any Offerors remaining in the competitive range submit a final revised proposal.
4. These instructions prescribe the format for the proposal and describe the approach for the development and presentation of proposal data. These instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of proposals.
5. If an Offeror believes that the requirements in these instructions contain an error, an ambiguity, an omission, or are otherwise unsound, the Offeror shall immediately notify the KO in writing with supporting rationale.

The KO will notify unsuccessful Offerors in the competitive range of the source selection decision in accordance with FAR 15.506.
Upon such notification, unsuccessful Offerors may request and receive a debriefing.

b. Other than Small Businesses Offerors shall provide the Small Business Subcontracting Plan with their proposal submission. The Plan may be negotiated with the apparently successful Offeror, prior to award, for acceptability and failure to negotiate a plan acceptable to the Contracting Officer within 5 days will render the Offeror ineligible for award. The small businesses considered in the evaluation shall be listed in any subcontracting plan submitted pursuant to FAR 52.219-9 to facilitate compliance with 252.219-7003(e).
c. The Small Business Subcontracting Plan is not a requirement for evaluation in source selection, but rather, a requirement for award to Other than Small Businesses and will be incorporated and conformed into any resultant contract. If the offeror is a JV, then the offeror shall provide information identifying all affiliates and provide a copy of the documentation (e.g. Contract, Agreement, Evidence) validating the legally binding business relationship. The offeror shall ensure that the documentation clearly identifies the managing entity of the business relationship.
(c) An adequate accounting system is not an evaluation criterion. Having an adequate accounting system is an aspect of identifying prospective responsible Contractors IAW FAR 9.104-1. In addition, an adequate accounting system would provide reasonable assurance that the accounting system and cost data are reliable as required by DFARS 209.104-1. If Contractors do not have an adequate accounting system, they may not be eligible to receive a cost-type award.
(d) Purchasing System. Prime Contractors shall also state the status regarding the adequacy of their Purchasing System. These narratives shall clearly explain the methodologies, calculations, exceptions, and assumptions used in developing each cost element. At a minimum, the Offeror shall address the Notes identified in paragraph (e) below.
Modifications to the technical aspects of the proposal must be accompanied by assessment of impact on related costs.
(b) In the Cost Narrative Section, provide an explanation of the method of cost build-up, including the basis used in applying rates and factors. The source of rates and factors shall be identified. For instance, if a Forward Pricing Rate Agreement (FPRA) is in existence that should be noted. The indirect rates proposed should reflect the Offeror’s actual cost accounting practices and indirect rate structure.
(c) In the event that a Forward Pricing Rate Agreement is not in effect for the Prime or any subcontractor proposals, the proposal shall include the following information: Fringe rates, Labor Overhead rates, and all applicable Other Indirect rates and factors (including General and Administrative (G&A) rate). All indirect rates and factors shall be supported by calculations. The components of the calculations must be broken down into the individual elements that comprise them. These elements must be fully explained, including how the amounts were computed both in text and figures. The details of each individual cost pool and base shall be provided. In addition, any services that are provided to the contract through G&A shall be listed and explained (e.g., the basis for allocation shall be explained). If the Offeror is in a teaming arrangement, then the calculation details and assumptions leading to all subcontractor’s rates shall be identified, except as limited in paragraph (e) below. The following data shall be provided:
(i) Budgetary data for CY2025, CY2026 and CY2027
(ii) Data for CY2024

If a subcontractor does not want to reveal proprietary information to the prime Offeror, the Government will accept a direct submission of the pricing spreadsheets from the subcontractor(s) to protect proprietary information. Such direct submission must include the same information as specified in (b) above, in the same format and media, and must exactly match with the prime Contractor's proposal. Subcontractor’s pricing information is required to facilitate future adjustments based on changes to the Department of Labor (DOL) Wage Determination and to determine realism of proposal submission as applicable. The Subcontractor’s submission shall identify the prime Contractor on the cover sheet. It is also the responsibility of prime Contractors to ensure their subcontractor’s pricing proposal is submitted by the closing date/time. Proposals received that do not contain complete pricing for both the prime and all subcontractor(s) may not be considered for award.
(e) Cost Element Notes: The following notes provide information which should be submitted in the spreadsheet or in the Cost Narrative Section.
a. The Offeror shall provide the information to cover all areas of the PWS. In order to evaluate completeness, all PWS paragraphs shall be annotated/addressed. If multiple PWS paragraphs are being performed by cross-utilized employees and the employees are being priced under just one of the PWS paragraphs, identify which PWS paragraphs are being supported and which ones are priced and non-priced.
b. The Offeror shall identify whether the individual is on an exempt or non-exempt position. The terms “exempt” and “non-exempt” refer to application of Fair Labor Standards Act and the Service Contract Act requirements.
c. The Offeror shall provide what hours they utilized for a productive contractor man-year equivalent (CME) and explain how they derived the number of hours.
d. The Offeror shall identify the applicable wage rate for each labor category proposed. If the position is exempt, the Offeror shall clearly explain the rationale for the development of the wage rate.
