About this opportunity

The Army Contracting Command-Orlando (ACC-ORL) issued a Special Notice on December 9, 2025, announcing its intent to award a sole-source, Firm Fixed-Price bridge contract to Trideum Corporation (CAGE 351S9) for Mission Command training support services at Joint Base San Antonio. This is not a request for competitive proposals but rather a notice of intent to award under the statutory authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, which permits procurement from a single responsible source when no other supplies or services will satisfy agency requirements. The Special Notice was posted on the System for Award Management (SAM.gov) with an initial response deadline of December 24, 2025, and has been recently updated as of February 4, 2026, following the posting of a redacted Justification and Approval (J&A) document.

The purpose of this bridge contract is to ensure continuity of non-personal services supporting the Joint Base San Antonio Mission Training Complex (MTC), which provides individual through collective Mission Command training to units stationed at and supported by JBSA. The contract will run for eight months from January 29, 2026, through September 28, 2026, replacing the current task order that expires January 28, 2026, and will support critical training operations including live, virtual, constructive, and gaming simulations, scenario creation, and facility management. The government asserts that Trideum is the only responsible source capable of assembling the necessary team of administrative, program management, and subject matter experts in Mission Command training within the required timeframe, and that award to any other contractor would result in a significant break in service that would disrupt Army training operations. Since this is a notice of intent and sole-source award, no formal competitive bidding process is required; interested parties should note that the Notice of Intent posted December 9, 2025, yielded no competing proposals. The contract will be primarily Firm Fixed Price (96%) with limited Cost Reimbursable components (4%) for travel and surge requirements, funded through FY26 Operations and Maintenance, Army.

*****RECENT UPDATE 4 February 2026: Redacted J&A posted IAW FAR 6.305*****

THIS IS A NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

This synopsis is hereby issued in accordance with FAR Part 5.203, to announce the Government's intent to award a 8-month, Firm Fixed-Price Bridge Contract, on a noncompetitive basis to Trideum Corporation (CAGE 351S9) for the Joint Base San Antonio (JBSA) Mission Training Complex Capabilities Support (MTCCS) effort. This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 2304(c)(l) set forth in Federal Acquisition Regulation (FAR) 6.302-1 and Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information 206-302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Army Contracting Command-Orlando (ACC-ORL} and JBSA have identified a need to award a sole source contract to Trideum Corp (CAGE 351S9), to continue performance of JBSA MTCCS requirements. The current JBSA MTCCS Task Order expires 28 JAN 26. The contemplated sole source contract will include a limited performance period of five (5) months, commencing 29 JAN 2026 - 30 SEP 2026, ensuring continuation of mission command (MC) training at the JBSA Mission Training Complexes (MTCs). Services performed under this sole source contract will include the continuation of non-personal services to support the Mission Training Complex (MTC) to units stationed at and supported by Joint Base San Antonio (JBSA). No other contractor is in the position to assemble a large team of administrative, program management and subject matter experts (SMEs) who specialize in providing individual through collective Mission Command (MC} training, by the expiration of the current JBSA MTCCS contract performance period (28 JAN 26}. Award to anyone other than the incumbent contractor (Trideum) would result in a significant break in service. Award of this limited Bridge Contract is result of decrements identified in the Program Objective Memorandum for Fiscal Years FY27 through FY31 (POM 27-31), and as a result, the JBSA MTC will close at the end of FY26. This is NOT a request for competitive quotes. The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c}(l) set forth in Federal Acquisition Regulation (FAR) 6.302-1. Any interested firms must identity their interest and capability to respond to the requirement no later than 15 business days after this notice posts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Please respond by 24 DEC 2025 at 1300 hours Eastern Standard Time (EST). Your response must include your stated technical knowledge of and experience with mission command (MC) training and information to demonstrate the Contractor's ability to complete Phase-In activities and commence full performance by the end of the current JBSA contract (28 JAN 2026). Send your response to Will Bass via willie.c.bass2.civ@army.mil. All responding contractors must be registered to the System for Award Management (SAM).
