About this opportunity

The Department of Energy's Fermi National Accelerator Laboratory is seeking a small business contractor to demolish and rebuild transfer piping within the MI-65 service building, specifically replacing existing double-wall PVC piping with a new welded stainless steel piping system. The project requires precise technical work, including demolishing current piping, submitting welder qualification records, performing coupon welds, welding a new piping system with at least 10% of welds examined by FermiForward representatives, and conducting hydrostatic system testing. The solicitation will use a Lowest Price Technically Acceptable (LPTA) evaluation method, with offerors required to demonstrate at least five years of ASME B31.3 piping welding experience and provide three similar project references. A mandatory pre-proposal meeting and site visit is scheduled for May 01, 2025, at 10:00 A.M. Central Time, with proposal submissions due by June 10, 2025. Potential offerors must comply with specific access requirements, including citizenship verification and security protocols.

This is a total small business set-aside procurement under NAICS code 332996 for Fabricated Pipe and Pipe Fitting Manufacturing, with a small business size standard of $45.0 Million. The project will be performed at the Fermi National Accelerator Laboratory in Batavia, Illinois, with a total project timeline of 105 calendar days from the Notice to Proceed. Key milestones include material submittals within 14 calendar days, piping installation and testing by day 90, and project completion by day 105. The work must be constructed to ASME B31.3 and FESHM 5031.1 standards, involving the replacement of existing piping connecting two tanks within the MI-65 service building. While a specific award value is not explicitly stated, the project requires comprehensive technical expertise in welding, construction, and industrial piping systems, with strict quality control and safety requirements throughout the implementation process.
