About this opportunity

The Department of State Office of Acquisition Management seeks quotations for telepresence systems and secure digital communication platforms to equip up to four state or federal judiciaries and corresponding penitentiaries in Mexico's northern border states (Baja California Norte, Sonora, Chihuahua, Coahuila, Nuevo Leon, and Tamaulipas), with Phase A quotations due July 24, 2026. This is a total small business set-aside under NAICS 541519.

Place of performance is Mexico, with two states specified for the base year (September 1, 2026 through August 31, 2027) and two additional states for the one-year option period (September 1, 2027 through August 31, 2028). The project addresses security and operational risks associated with transporting incarcerated defendants held for transnational criminal organization–related activities to in-person court proceedings.

The contractor must procure, deliver, install, integrate, and test videoconference hardware and software; develop functional interfaces between the telepresence solution and Government of Mexico–designated judicial information systems, particularly SICAS (Sistema Integral de Consulta de Audiencias); provide complete system documentation in English and Spanish; conduct knowledge transfer for up to 20 employees per location; and provide one year of warranty and technical support (Monday–Saturday, 09:00–21:00 hours) with response times ranging from 30 minutes for critical issues to 30 days for cosmetic issues. The contractor must establish a warehouse in Mexico City for initial inventory inspection before final delivery to end-user sites. All recorded hearings and associated data remain property of the Government of Mexico.

The contract is firm fixed price with IVA/VAT treated as a direct reimbursable component; no cost overruns, currency fluctuation adjustments, or proposal preparation reimbursement are permitted. Equipment includes brand name only items: Microsoft Office Home & Business 2024, Google Workspace Enterprise Standard and Plus One licenses, and Google Cloud Platform licenses with geographic redundancy and encryption. Additional infrastructure includes 64 desktop all-in-one computers, 77 laptops, wireless headsets, UPS units, endpoint security licenses, five dedicated 150 Mbps communications links, next-generation firewalls, document cameras, and specialized judicial services for audience management and statistics with AI transcription capabilities.

Evaluation is conducted in three phases: Phase A assesses relevant corporate experience and past performance plus initial pricing; Phase B requests hardware/software, in-country warranty procedures in Spanish, and overall technical approach from selected firms with revised pricing; Phase C evaluates cybersecurity supply chain risk management on a go/no-go basis. Technical merit combined is more important than price. Amendment 0001, issued July 15, extended the Phase A due date to July 24, 2026 at 5:00 p.m. CST and provided updated attachments including revised Statement of Work and equipment specifications.

Update #3 · Latest ·

The purpose of Amendment 0001 is to:
1) Extend the due date for receipt of Phase A quotations to July 24, 2026 5:00pm CST
2) Provide the Q&A document
3) Provide the following updated attachments that correspond with the Q&A:
a) Attachment 1: SOW
b) Attachment A: Equipment per State
4) Make other updates to the SF-30, including clarifying in Section L.1 that resumes do not count towards page limitations and deleting clause 52.225-19.

Judiciaries in Mexico’s border states (i.e. Baja California Norte, Sonora,Chihuahua, Coahuila, Nuevo Leon, and Tamaulipas) face persistent security and operational challenges when hearing cases involving detainees imprisoned for TCO-related activities. Reliance on in-person hearings requires frequent inmate transport from detention facilities, creating elevated risks of escape, violence, intimidation of judicial personnel, and disruptions to proceedings. These risks contribute to hearing delays, case backlogs, and reduced judicial effectiveness at a time when TCO and FTO-related activity along the U.S.-Mexico border remains acute. The problem stems from limited access to secure, court-approved telepresence technology, uneven digital infrastructure, and procedural frameworks that have not adapted to evolving security threats. Addressing this issue is critical to ensure timely prosecution of high-impact cases.

This project will equip up to four state or federal judiciaries and their courtrooms in Mexico’s northern border states and the corresponding penitentiaries in those states or judicial districts with telepresence systems and secure digital communication platforms.
