About this opportunity
The U.S. Department of State Office of Acquisition Management, on behalf of the International Narcotics & Law Enforcement Affairs (INL) office at the U.S. Embassy Mexico, is seeking market research information regarding the procurement of IT equipment, software, and services to support telepresence and secure digital communication systems for Mexican state and federal judicial institutions and penitentiaries. This Request for Information (RFI) is issued for planning and market research purposes only and does not constitute a binding commitment to award a contract. Interested vendors must submit capability statements by March 10, 2026, at 4:00 PM CST addressing their experience in Mexico, IT services procurement and installation expertise, credentials with Mexican judicial institutions, feasibility assessments of specific technology platforms, pricing models, and any recommendations for improving draft requirements. Evaluation will focus on vendors' demonstrated experience conducting business in Mexico as prime contractors or subcontractors with judicial institutions, their expertise in telepresence and secure digital communication systems, and their ability to collaborate with Government of Mexico officials. The submission deadline is March 10, 2026, and responses should be submitted via email to ModrakER@state.gov.
This opportunity is not designated as a set-aside and no current contractor information has been identified in the pre-solicitation notice. The project scope encompasses equipping up to five state or federal judiciaries and corresponding penitentiaries in Mexico's northern border states, with an initial period of performance of 12 months and option years available. The contract will be structured as firm-fixed price for infrastructure, software, and implementation services, with travel and Mexican VAT/IVA costs on a cost-reimbursable basis at published DSSR rates. Key contractor responsibilities include system procurement, delivery, installation, integration, testing, system documentation, knowledge transfer services, one-year locally supported warranty services, and Spanish-language technical documentation and training. While specific award values or budget ranges are not disclosed in the pre-solicitation notice, vendors should prepare to provide rough order of magnitude pricing estimates as part of their capability statements to inform future procurement strategy.
