About this file

This is a Justification for Other Than Full and Open Competition document from the U.S. Department of State's Global Acquisitions office for a federal contract opportunity.

The Department of State, through its International Narcotics & Law Enforcement Affairs (INL) office at the Embassy Mexico City, seeks to award a contract on a partial brand name only basis to procure telepresence systems and secure digital communication platforms for up to four state or federal judiciaries and courtrooms in Mexico's northern border states and corresponding penitentiaries. The INL Mexico Criminal Deterrence Program requires procurement, delivery, installation, integration, testing, system documentation, end-user and system administrator knowledge transfer, and project management services for a complete telepresence solution. The contract includes four brand name only items: (1) Microsoft Office Home & Business 2024 (77 licenses) with Spanish language support and perpetual licensing; (2) Google Workspace Enterprise Standard License (64 licenses, 3-year term) supporting up to 500 meeting participants with AI-generated notes and 5 TB storage per user; (3) Google Workspace Enterprise Plus One License (77 licenses, 3-year term) supporting up to 1,000 participants with client-side encryption and advanced eDiscovery; and (4) Google Cloud Platform License (1 license, 3-year term) providing secure cloud storage with geographic redundancy and Cloud KMS encryption. The performance period runs from July 1, 2026 through June 30, 2027 for two initial judicial sites, with an option year from July 1, 2027 through June 30, 2028 for two additional sites. The brand name only portion is estimated at an undisclosed value. The justification is based on 41 U.S. Code 1901 as implemented by FAR 12.000. Market research via SAM.gov Sources Sought identified six potential vendors, three of which (Kwolyewm Services LLC, Katmai Systems Solutions LLC, and Soonpro Solutions) were found capable and confirmed the necessity of the specified Microsoft and Google brand products due to integration requirements with existing Mexican government systems, regulatory compliance needs, and the unique technical capabilities of these platforms for high-security TCO/FTO judicial proceedings.
