About this opportunity
The Defense Logistics Agency Energy seeks a contractor to operate, maintain, and manage Government-Owned, Contractor-Operated (GOCO) alongside aircraft refueling and fuel storage services at Marine Corps Air Station Yuma, Arizona, with proposals due June 9, 2026 at 3:00 PM EST. This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS 493190, foreclosing competition outside that pool.
Place of performance is Yuma, Arizona. The contractor must provide 24/7 dispatch center operations and direct aircraft refueling (hot pit) services during specified hours (0700–2230), manage receipt, storage, sampling, testing, transfer, and issue of Defense Working Capital Fund petroleum products, operate self-service automated fuel stations, and support ground fuels delivery. The contractor furnishes all personnel, equipment, vehicles, tools, spill remediation kits, and consumables; all costs are included in a firm fixed-price monthly usage charge with no augmentation provisions. Essential personnel include a Terminal Manager and Assistant Terminal Manager with bulk fuel storage and aircraft refueling supervisory experience. The facility processes approximately 842,409 gallons of jet fuel monthly under normal conditions, with surge capacity to 1,788,205 gallons. Ground fuels include automotive gasoline (GUR), bio-diesel B-20 (BDI), ultra-low sulfur diesel (DS2), and ethanol (E85).
The base contract period runs November 1, 2026 through October 31, 2030 (48 months), with one 5-year option period (November 1, 2030 through October 30, 2035) and one 6-month extension option, totaling up to 9.5 years. The contractor must comply with Collective Bargaining Agreement CBA 2017-9853 Revision 3 (effective through February 28, 2027) for bargaining unit positions, with union wages ranging from $27.12 to $33.59 per hour plus 4% fringe allowance, escalating through July 1, 2026. Non-union positions must comply with prevailing wage determination 2015-5475 Revision 28 for Yuma County, Arizona.
Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology, assessing technical and management capabilities (staffing, operations, maintenance, safety, security, environmental compliance, and training), past performance, and price. Offerors must provide five recent and relevant past performance references with DLA Energy or other government agencies and two from the private sector. Contractor personnel must achieve CMMC Level 2 certification and comply with NIST SP 800-171 standards for information systems handling Federal Contract Information or Controlled Unclassified Information. All offerors must be registered in SAM at proposal submission and award, and must verify SDVOSB status. The contractor must comply with an existing labor agreement binding to successors, implement spill protocols and environmental protections, maintain detailed inventory records in DLA Energy's Accountable Property System of Record, and comply with Buy American, trade agreement, and cybersecurity incident reporting requirements (72-hour notification to DoD). The pre-proposal conference, originally scheduled for April 30, was rescheduled to May 4 at Base Operations Building 153, Yuma. Questions deadline is May 11, 2026 at 11:00 AM EST. Amendment 0002, effective April 27, 2026, incorporated FAR 52.222-90 prohibiting racially discriminatory DEI activities. Amendment 0003, effective April 27, 2026, extended the closing date to June 9 and added DFARS cybersecurity clauses 252.204-7012, 252.204-7021, and 252.204-7025. Technical proposals are limited to 75 pages maximum, single-sided, 8.5" × 11", excluding contractor-furnished vehicle specifications.
