About this opportunity
The Naval Facilities Engineering Command is soliciting proposals for multiple building painting and flooring repairs at Marine Corps Air Station Camp Lejeune, North Carolina, with proposals due September 8, 2026, under a Total Small Business set-aside restricted to four pre-selected M&R MACC contractors holding existing IDIQ contracts: T.E. Davis Construction Company, Joyce & Associates Construction Inc., Olympic Enterprises Inc., and Quadrant Construction.
Place of performance is Camp Lejeune, NC. Work spans nine buildings (A66, AS236, AS237, G920, G640, RR465, AS217, HP301, and AS4108, though Amendment 0002 removes AS4108 from scope due to scheduled demolition). Scope includes exterior and interior painting with surface preparation addressing prior coating adhesion failure, mold treatment, and damage repair; flooring removal and replacement with specified materials including Stonehard GS non-skid epoxy, Tarkett Winter Gray carpet tiles, luxury vinyl tile, and Johnsonite vinyl cove base; and concrete sealing. All finish colors must match existing conditions unless specified otherwise. The facility remains operational during construction, requiring contractors to minimize interference with normal operations and coordinate scheduling with designated points of contact. Maximum 25 percent of building work areas may be available at any time. Measurements provided are reference only and require field verification by the contractor prior to bidding.
A mandatory site visit is scheduled for August 26, 2026. Contractors must mobilize within 60 calendar days of award and complete work within 360 days. The estimated cost range is $1,000,000 to $5,000,000. Davis-Bacon prevailing wage requirements apply with liquidated damages of $880 per calendar day. Bid bonds are required for proposals $35,000 and greater (20% of proposal amount), with performance and payment bonds required for proposals $150,000 and above. Evaluation is lowest price. Requests for Information are due September 1, 2026, at 1500 EST. Amendment 0002 (September 3, 2026) clarifies air scrubbers required in building G640, confirms HP301 painting covers approximately 10 rooms and all previously painted surfaces excluding mechanical rooms and chases, and confirms RR465 occupants will remain present during operations with the contractor responsible for moving office furniture and partitions.
