Request for Proposal (RFP) for an Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for Construction, maintenance, and repair for the Tennessee Army National Guard, 118th Wing Nashville, 134th Air Wing Knoxville, and 164th Air Wing Memphis locations. Typical work includes, but is not limited to, interior and exterior renovations, heating and air-conditioning, HVAC controls,demolition, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, surveys, studies, and other related work. All projects will be in accordance with task order requirements and specifications /drawings usually provided with each project.  The North American Industry Classification System (NAICS) codes for this work is 236220 Commercial and Institutional Building Construction. The small business size standard is $36.5 million average annual revenue for the previous three years. This is a total small business set-aside.  All responsible small business firms may submit an offer. These anticipated contracts will consist of a Base Award Period of one year, and four (4) one-year option periods. Total contract period, to include options, will not exceed five (5) calendar years. Task Orders will range from $2,000.00 to $5,000,000.00. The total of individual task orders placed against this contract will not exceed $10,000,000.00 per each contractor. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price Evaluation of a Prototypical Project. The magnitude of both the prototypical construction projects together is between $1,000,000 and $5,000,000. Prospective offerors are required to have a bonding for at least $5,000,000. The DUNS Number is assigned by Dun & Bradstreet, Inc. (D&B), Cage Code, Tax ID Number, Authorized party to bind the company in a contract, and Company name is required for award. Tennessee National Guard BASIC MATOC Synopsis Small Business Set-aside


The USPFO for Tennessee intends to issue a Request for Proposal (RFP) for an Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for Construction, maintenance, and repair for the Tennessee Army National Guard, 118th Wing Nashville, 134th Air Wing Knoxville, and 164th Air Wing Memphis locations. Typical work includes, but is not limited to, interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, surveys, studies, and other related work. All projects will be in accordance with task order requirements and specifications /drawings usually provided with each project. Prospective contractors must be able to respond within 120 minutes (2 hours) in response to emergencies via the main office or a staffed satellite office located in the State of Tennessee. The North American Industry Classification System (NAICS) codes for this work is 236220 Commercial and Institutional Building Construction, 236210 Industrial Building Construction, or 237990 Other Heavy and Civil Engineering Construction. The small business size standard is $36.5 million average annual revenue for the previous three years. This is a total small business set-aside. The Government anticipates award of a minimum twelve (12) and a maximum of twenty (20) individual MATOC contracts provided sufficient qualified contractors' present offers. All responsible firms may submit an offer. These anticipated contracts will consist of a Base Award Period of one year, and four (4) one-year option periods. Total contract period, to include options, will not exceed five (5) calendar years. Task Orders will range from $2,000.00 to $5,000,000.00. The total of individual task orders placed against this contract will not exceed $10,000,000.00 per each contractor. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price Evaluation of a Prototypical Project. The magnitude of both the prototypical construction projects is between $1,000,000 and $5,000,000. Prospective offerors are required to have a bonding for at least $5,000,000. Prospective offerors must submit a written past performance, technical proposal and a price proposal for the prototypical project to be considered for award. The prototypical project(s) will be used to evaluate the price proposal and portions of the technical proposal and may be awarded if funds are available. It is anticipated that the solicitation will be available To Be Determined. A Pre-proposal conference and site visit is scheduled for To Be Determined. Seesolicitation for details. Interested contractors are encouraged to attend and should register in FedBiz Opps in accordance with the requirements in the solicitation.
